The purpose of this report is to recommend for construction, a plan of improvements for the Central San Francisco Bay segment of the John F. Baldwin Ship Channel. This project is part of the San Francisco Bay to Stockton Project authorized by Congress in 1965. The San Francisco District, U.S. Army Corps of Engineers is the responsible agency for the construction of the John F. Baldwin Ship Channel. The Sacramento District, U.S. Army Corps of Engineers is the responsible agency for the construction of the Avon to Stockton Ship Channel. Advanced engineering and design and construction of the John F. Baldwin Ship Channel is proceeding in three phases. Phase I was constructed in 1974 and consists of a main ship Channel 55 feet deep and 2000 feet wide across the San Francisco Bay. Phase II, the subject of this report, provides channel improvements in Central San Francisco Bay near Richmond, California. Phase III provides for channel improvements in San Pablo Bay, Carquinez Strait and Suisun bay to Point Edith. The impetus for channel improvements in Central San Francisco Bay is the worldwide trend toward larger tankers with correspondingly deeper drafts, to transport crude petroleum and a progressive increase in the demand for crude petroleum.
