Part III, Lake Huron, St. Clair and Detroit rivers, and Lake St. Clair. Part III, Supplement, North Channel and Georgian Bay. Part IV, Lake Erie and Lake Ontario, St. Clair and Detroit rivers and Lake St. Clair. Part IV, Supplement, St. Lawrence River to Montreal. At Montreal it will connect with Hydrographic Office publication No. 100, thus giving complete sailing directions from Duluth, Minn., to the Atlantic Ocean. The general description of Lake Erie and Lake Ontario has been obtained from various encyclopedias, and the description of the coast and harbors chiefly from the annual reports and bulletins of the Chief of Engineers, U. S. Army, and from charts published by the United States Engineers. The lighthouses, lightvessels, ranges, beacons, buoys, and daymarks are described from the publications of the U. S. Lighthouse Board, and the Department of the Marine and Fisheries, Canada. Through the courtesy of local authorities much valuable data has been procured. Since the first issue of such a work may lack completeness, the Office depends upon the cooperation of those who dwell near the lakes, as well as of those who navigate them, for prompt information concerning any errors or omissions. Such cooperation is earnestly requested. The articles appended to this work are such as may be of interest and value to the mariner: "The New Rules of the Road of the United States" (Great Lakes). The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
