Road traffic injuries are a major but neglected global public health problem. Worldwide, the number of people killed in road traffic accidents each year is estimated at almost 1.2 million, while the number injured could be as high as 50 million. Without increased efforts and new initiatives, the total number of road traffic injuries and fatalities worldwide is forecast to rise by 65 percent between 2000 and 2020, while in low and middle-income countries, road traffic fatalities are expected to increase by as much as 80 percent over the same period. In 2002, road traffic injuries were the ninth leading cause of years lost worldwide, equal to 2.6 percent of the global burden of disease. On current trends, by 2020, road traffic injuries are likely to be the third leading cause of years lost. Part one of this reports presents the achievements of the Chinese Government in the last five years and the challenges it faces. Part two reviews the World Bank's experience with road safety in China over the last 20 years and summarizes the legacy of its efforts and the lessons learned. Finally, part three discusses recommendations on the way ahead for World Bank's road safety initiatives in China.

This book is the first comprehensive analysis of transport efficiency in China. It presents a series of rigorous empirical analysis for the operation and environmental efficiencies of major transport sectors, including highway, railway, civil aviation, and waterway. It also evaluates transport safety of China. The book innovatively employs a DEA model based on Epsilon measures (EBM) to evaluate transport efficiency and an EBM DEA model with undesirable outputs to calculate transport environmental efficiency. The factors of transport efficiency are quantitatively studied, including economic growth, social transition, and technology changes. Also, China's policies aimed at improving transportation efficiency are evaluated. The World Bank's road safety partnership with the Government of China (GOC) is maturing at a time when a deeper awareness of the negative development impacts of road crashes in low and middle-income countries coincides with the shift in road safety management policies and practices in leading high-income countries which are becoming focused on the elimination of road deaths and serious injuries, rather than accepting them as human failure and the inevitable price of economic progress. This shift in results focus is also aligned with other sustainable development initiatives addressing environmental, energy and public health goals, which present significant opportunities to capture the co-benefits of harmonized initiatives. For these reasons the World Bank and GOC agreed to review the situation in China and prepare a new road safety engagement strategy. The proposed strategy aims to facilitate an accelerated transfer of road safety knowledge and scaling up of investment at national, provincial and city levels to rapidly improve China's road safety performance, with an emphasis on strengthening national lead agency functions and multisectoral coordination arrangements. It also aims to promote China's regional and global leadership role over the coming decade and draw upon the innovative services of international partners through the World Bank's global networks and road safety investment experience. The need for a designated agency to lead and coordinate the delivery of activities under the new engagement strategy was highlighted. Several candidate agencies were considered and in particular the State Administration for Work Safety (SAWS) was identified as being well placed and ready to take responsibility for this task.This report summarizes the review findings and presents them in an operational framework specified in the form of a project concept encompassing all activities proposed under the new engagement strategy. It then outlines the steps to be taken to finalize the project concept before detailed preparation for its implementation can commence.

"The Global status report on road safety 2015, reflecting information from 180 countries, indicates that worldwide the total number of road traffic deaths has plateaued at 1.25 million per year, with the highest road traffic fatality rates in low-income countries. In the last three years, 17 countries have aligned at least one of their laws with best practice on seat-belts, drink-driving, speed, motorcycle helmets or child restraints.
