The first Portuguese Republic stood between 1910 and 1926. A characteristic of the Republican period was the strong civil participation, particularly by the urban population. Freedom of press and of association became constitutional rights and incentivized a powerful and very diversified associative movement in which trade unions and friendly societies stood out in the political spectrum as they promoted popular education and culture. The time-span studied is characterized by Portugals colonial expansion in Africa, an important factor in Portugals involvement in the Great War. As changes in education, in the concept and structure of family and in the status of women linked with the new politics, so emerged a different relationship between State and Church, new avenues for the development of economic activity, an increased focus on better labour conditions, and emigration to Brazil. This book examines how patterns of political representation, party system, and political culture have changed in Southern Europe following the “Great Recession” of 2008. It draws on the experience of Portugal to argue that austerity measures have significantly deepened the legitimacy crisis of democratic institutions, but the resilience of party system is remarkable in comparison. The case of Portugal present some interesting differences from other southern European democracies, since on one hand it suffered a deep economic crisis and the consequent bailout from the International Monetary Fund, the European Central Bank and the European Union, but on the other hand the party system remained stable. Nevertheless the impact of the crisis did reinforce a centre-periphery cleavage within the European Union, and especially in the Eurozone, Portugal is a central element of this new cleavage notoriously aggravated by Brexit.

Portugal at the Polls is a timely evaluation of the quality of Portuguese democracy. Measuring both political attitudes and electoral behavior, this volume addresses one of the most central features of democracy, the relationship between citizens and institutions. Two basic processes—industrialization and the emergence of the nation-state—have marked the evolution of many modern societies, particularly in Western Europe. Industrialization broadened the class structure of societies. With the new classes came demands for political power and influence, demands that were vigorously resisted by the ruling monarchies and landowning aristocracies. And with these demands came upheaval and, eventually, new forms of democratic social and political organization.
