Specifically, fire service representatives proposed that local governments be given the opportunity to bid on performance-based State contracts for regional hazardous materials response services. Industry agreed to support the concept if costs could be controlled by Legislative action and be based on actual services rendered. Eventually, a regional hazardous materials emergency response system was approved in the form of 1989 House Bill 3515.
