The Asia Pacific Strategy for Emerging Diseases (APSED) was launched in 2005 as a common strategic framework for countries and areas of the region to strengthen their capacity to manage and respond to emerging disease threats, including influenza pandemics. Over the past five years, considerable progress has been made in the development and strengthening of the required core capacities. APSED 2010 will be implemented by building on the achievements of the original APSED, while recognizing variations in existing capacity levels across countries. It is intended that APSED 2010 will further support progress towards meeting International Health Regulations (2005) obligations and consolidate gains already made in establishing collective regional public health security. While APSED 2010 continued to focus on emerging diseases, it also seeks to maximize the benefits already achieved by widening its scope to include other acute public health threats and by identifying additional areas of synergy and special situations to which the Strategy can make important contributions. APSED (2010) seeks to provide a common framework for countries, WHO and partners to work together to enhance regional defence against public health threats.

Since the 2014 Ebola outbreak many public- and private-sector leaders have seen a need for improved management of global public health emergencies. The effects of the Ebola epidemic go well beyond the three hardest-hit countries and beyond the health sector. Education, child protection, commerce, transportation, and human rights have all suffered. The consequences and lethality of Ebola have increased interest in coordinated global response to infectious threats, many of which could disrupt global health and commerce far more than the recent outbreak. In order to explore the potential for improving international management and response to outbreaks the National Academy of Medicine agreed to manage an international, independent, evidence-based, authoritative, multistakeholder expert commission. As part of this effort, the Institute of Medicine convened four workshops in summer of 2015 to inform the commission report. The presentations and discussions from the Governance for Global Health Workshop are summarized in this report.

The WHO European Region has seen remarkable health gains, though inequities persist both between and within countries. Much more is understood now about the extent and social causes of these inequities, particularly since the 2008 report of the Commission on Social Determinants of Health. This review of inequities in health across the 53 Member States of the Region was commissioned to support the development of the new European policy framework for health and well-being, Health 2020. It builds on the global evidence and recommends policies to reduce health inequities and the health divide across all countries, including those with low incomes. The report is presented in four parts. Part I provides the context and background to the review, and sets out the key principles underpinning the recommendations and the rationale for grouping them into four broad themes: life-course stages, wider society, the broader macro-level context, and governance, delivery and monitoring systems. Part II summarizes current evidence on the magnitude of the health divide among European Region countries, describing the inequities in health and their social determinants. Part III focuses on the four themes, making recommendations with supporting evidence. Part IV outlines the implementation issues, summarizes the framework for action, discusses reasons for failure, provides guidance on good practice and summarizes the review's conclusions and recommendations.
