"The standing committee on the Militia, to whom was referred the petition of thirty three males and thirty six females of the town of Mount Pleasant, Jefferson county, Ohio, praying for the repeal of the law imposing a fine for the nonperformance of military duty, have had the same under consideration, and now report: That your committee feel bound, at all times, to regard the prayers of any portion of their fellow citizens, and none more so than those coming from the ladies. ... In conclusion, your committee would say, that, in their opinion, to repeal the law imposing a fine for the nonperformance of military duty, would entirely break down the militia, and, thereby, cut off the strong arm of the national defence."--Page 1, 2.
