Excerpt from Report of the Investigation of Oyster Properties of the State by the Board of Equalization: As a Special Commission Appointed by the General Assembly of 1909, Special Law 486 Connecticut was the first State to grant vested rights in oyster ground and the unrestricted enjoyment thereof. The growth of her industry justifies the policy pursued. Legislation which assured this policy was slow and not always attended with good feeling. In 1842 it became lawful thereafter for the owner or owners of any land in this State, wherein there may be salt water, creeks, or inlets, to dam, gate, or lock the said creek or inlet, for his or their use, for an oyster pond for the growing of oysters therein. But this privilege might only be obtained under conditions which rendered it almost certain to prevent any person from enjoying a benefit from the provisions of the law.
