The WHO European Region has seen remarkable health gains, though inequities persist both between and within countries. Much more is understood now about the extent and social causes of these inequities, particularly since the 2008 report of the Commission on Social Determinants of Health. This review of inequities in health across the 53 Member States of the Region was commissioned to support the development of the new European policy framework for health and well-being, Health 2020. It builds on the global evidence and recommends policies to reduce health inequities and the health divide across all countries, including those with low incomes. The report is presented in four parts. Part I provides the context and background to the review, and sets out the key principles underpinning the recommendations and the rationale for grouping them into four broad themes: life-course stages, wider society, the broader macro-level context, and governance, delivery and monitoring systems. Part II summarizes current evidence on the magnitude of the health divide among European Region countries, describing the inequities in health and their social determinants. Part III focuses on the four themes, making recommendations with supporting evidence. Part IV outlines the implementation issues, summarizes the framework for action, discusses reasons for failure, provides guidance on good practice and summarizes the review's conclusions and recommendations. The review is a wake-up call to political and professional leaders alike, an opportunity for them to facilitate the work of those dedicated to improving health outcomes and narrow the health gap between and within the countries of the Region.

The main purpose of this study is to determine the extent to which, through the performance of (indirect) normative functions and the application of principles of good governance as assessment standards, the ombudsman institution can contribute to improving the legal quality of the government while enhancing the legitimacy of the administration and the democratic system as a whole.The study is conducted from a comparative perspective, exploring the performance of the Dutch, UK, Spanish and Peruvian Ombudsmen. They are analysed with the aim to determine how far these ombudsmen, although of different types and belonging to different legal traditions, share the same values and apply similar normative standards that can be traced back to principles of good governance. The Peruvian ombudsman is examined as a case study of the institutions evolving role in new democracies in Latin America. This reflects the wider process of the ombudsman 's hybridisation worldwide, and how its functions and assessment standards have been adapted to the evolution of the constitutional state, not least through application of the principles of good governance, which operate at the constitutional level, as a new source of legitimacy.By primarily focusing on the steering function regarding the promotion of good administration rather than the protective function of the institution, the study concludes that the ombudsmans activities result in changed and improved public administration, which are often underappreciated in the legal literature. The legal approach to good governance provides the conceptual framework for evaluating the performance of the institution.

This Green Paper sets out plans for fundamental changes to the criminal justice system and addresses the three priorities of punishing offenders, protecting the public and reducing reoffending. It seeks to set out an intelligent sentencing framework, coupled with more effective rehabilitation. Despite a 50% increase in the budget for prisons and managing offenders in the last ten years, almost half of all adult offenders released from custody reoffend within a year as well as 75% of youth custody offenders. These proposed reforms will seek to make prisons places of hard work and industry. There will be a greater use of strenuous, unpaid work as part of a community sentence alongside tagging and curfews. There will also be a greater focus on the enforcement and collection of fines, and a much stronger emphasis on compensation for victims of crime. Six new rehabilitation programmes will be piloted on a payment by results basis. Treatment rather than prison will be the option for the less serious offenders with mental illness and drug dependency. The proposals also seek to introduce more straightforward sentencing alongside greater transparency from the courts. The publication is divided into seven chapters, covering the following areas: punishment and payback; rehabilitating offenders to reduce crime; payment by results; sentencing reform; youth justice and working with communities to reduce crime, along with two annexes.
