El presente trabajo ofrece una visión general sobre la materia de bienestar social, adentrándose en su delimitación conceptual; las formas históricas de protección social; las necesidades sociales, respuestas y satisfacción de las mismas; la relación de ciudadanía y servicios; y una breve descripción de las ideologías. Se toma como punto de partida la evolución en España y posteriormente se estudia las tipologías y regímenes de bienestar en América Latina. Por otra parte la problemática del adulto mayor en los países latinoamericanos del Cono Sur (Argentina, Brasil, Chile, Paraguay y Uruguay) es un hecho, y por ello este libro interpreta las causas y características del proceso de envejecimiento a la vista de la disponibilidad de medios en un contexto evolutivo, diseña y propone sobre esta base acciones y actuaciones que responden a las características y condicionantes del entorno económico y social en el que se pretende aplicar. Este estudio propone impulsar el diseño y aplicación de medidas, actividades y actuaciones, que respondan directamente a la situación actual y futura de cada país del Cono Sur, ajustadas al comportamiento de la economía y al nivel de crecimiento de la misma. La intención subyacente a la misma es la de huir de la reproducción de medidas aplicadas en otros contextos, totalmente ajenas a la realidad del Cono Sur y de cada país en concreto, que alientan esperanzas y deseos, pero que no son sostenibles desde el punto de vista económico y social. Respondiendo a estos planteamientos han sido elaboradas algunas conclusiones al respecto, así como la proposición de algunas recomendaciones.
