Since the Reagan and Thatcher revolutions of the 1980s, there has been little consensus on what welfare ought to do or how it ought to function. At the same time, post-Wall continental Europe searches for a "third way" between state-planned socialism and laissez-faire capitalism. In Reflexive Democracy, Kevin Olson takes on this contemporary conceptual crisis. He calls for a "political turn" in considerations of the welfare state, arguing that it should no longer be understood in primarily economic terms—as a redistributive and regulatory mechanism—but in political terms, as a means of living up to deep-seated values of political equality. Drawing on arguments by T. H. Marshall and Jürgen Habermas, Olson proposes a conception of political equality as the normative basis of the welfare state. He argues that there are inextricable connections between democracy and welfare: the welfare state both promotes political equality and depends on it for its own political legitimacy. The paradox of political equality as a precondition for political equality is best solved, Olson argues, by guaranteeing citizens the means for equal participation. This is a reflexive conception of democracy, in which democratic politics circles back to sustain the conditions of equality that make it possible. This view, Olson writes, is meant not to replace traditional economic concerns but to reveal deep interconnections between democratic equality and economic justice. It counters paternalistic ideas of welfare reform by focusing on citizen participation. This conception moves beyond simple equality in the possession of goods and resources to propose a rich, materially grounded conception of democratic equality.

It's a commonplace that citizens in Western democracies are disaffected with their political leaders and traditional democratic institutions. But in Democratic Legitimacy, Pierre Rosanvallon, one of today's leading political thinkers, argues that this crisis of confidence is partly a crisis of understanding. He makes the case that the sources of democratic legitimacy have shifted and multiplied over the past thirty years and that we need to comprehend and make better use of these new sources of legitimacy in order to strengthen our political self-belief and commitment to democracy. Drawing on examples from France and the United States, Rosanvallon notes that there has been a major expansion of independent commissions, NGOs, regulatory authorities, and watchdogs in recent decades. At the same time, constitutional courts have become more willing and able to challenge legislatures. The chapters in this book deal with different, though related, topics concerning the tense relationship between democracy and diversity. On the one hand, social diversity represents an opportunity, widening the horizon of social options and perspectives of innovation, but, on the other hand, it creates problems for the social cohesion and peaceful coexistence of many groups, be they majority or minority. The chapters depart from the intrinsic connection between democracy and diversity – and the unavoidable challenges that pluralism poses to decision-making procedures – investigating, from different perspectives, how the normative requirement of fully respecting agents’ reflexive agency impacts the revision of democratic decision-making procedures and the way in which institutions react to citizens’ justice-based claims. All the contributions share the theoretical insight that diversity is one of the raisons d’être of democracy, and, still, all acknowledge that the fact of pluralism poses challenges to the legitimacy of democratic procedures of decision-making. Indeed, if citizens had the same values and preferences, collective decisions would be easily achieved and the institution of democratic procedures would be redundant. Yet the wide pluralism of doctrines, habits, social standards, and conceptions of the goods typical of contemporary societies has often led citizens to challenge the legitimacy of democratic decisions because these choices do not fit their preferences or values. To address these challenges following recent accounts of democratic decision-making, in this volume, different strategies are introduced, defended, and criticized in order to outline a perspective that is able to guide actual decision-making processes (guidance), define standards that everyone has equal opportunity to fulfil (inclusion), and grant that citizens exercise their reflexive control on the whole democratic system (reflexivity). Though scholarly attention to democracy promotion is increasing, there is still little comparative and theoretically-based work on the protagonists of democracy promotion. This book investigates the motives that drive democracy promotion in a comparative and theoretically oriented manner, exploring how democracy promoters deal with conflicting objectives and the factors that shape their behaviour. It also addresses the more policy-oriented debate on the contemporary challenges to democracy promotion, focusing on US and German policies towards three kinds of challenges: the emergence of ‘radical’ leftist governments in Bolivia and Ecuador, the political rise of Islamist movements in Turkey and Pakistan, and the consolidation of (semi-)authoritarian rule in Belarus and Russia. In each case, North-Western democracy promoters have been confronted with serious conflicts of objectives between security, economic interests and democracy promotion.
