The sediments in New York Harbor are contaminated with a wide variety of chemical constituents. Results of testing conducted in accordance with the EPA Ocean Dumping Criteria by several permit applicants in 1979 indicated a bioaccumulation potential for PCB in the marine worm being tested. Approximately 650,000 cubic meters of material dredged from the projects were precision dumped at a tautmoored buoy located in about 27 meters of water in the Atlantic Ocean. The deposit was then capped with approximately 1.4 million cubic meters of uncontaminated dredged material in an attempt to isolate the contaminated sediments from the marine ecosystem. Studies were initiated to determine the stability of the capped mound and the biological effectiveness of the cap. An additional study was initiated to determine a unique chemical signature for the disposal sediments such that the burial location of the contaminated sediments could be identified and subsequently monitored if necessary. The studies are all presently ongoing with final results due in early 1982.

Bioassay/bioaccumulation testing results indicate that about 5% of proposed dredging projects consist of sediments which exhibit an unacceptable level of toxicity and/or bioaccumulation potential which would prohibit their unrestricted ocean disposal. Capping of these sediments with uncontaminated dredged material has been conducted in Long Island Sound and the Atlantic Ocean in order to isolate the contamination from the marine environment. Studies of these capping projects demonstrate the effectiveness of capping as a way to provide a barrier to chemical diffusion and prevent resuspension of contaminated dredged material. In addition, information is presented on a proposed study to investigate the use of depressions formed by sand mining in the bottom of New York Harbor for the disposal of dredged material with subsequent capping.

Some of the nation's estuaries, lakes and other water bodies contain contaminated sediments that can adversely affect fish and wildlife and may then find their way into people's diets. Dredging is one of the few options available for attempting to clean up contaminated sediments, but it can uncover and re-suspend buried contaminants, creating additional exposures for wildlife and people. At the request of Congress, EPA asked the National Research Council (NRC) to evaluate dredging as a cleanup technique. The book finds that, based on a review of available evidence, dredging's ability to decrease environmental and health risks is still an open question. Analysis of pre-dredging and post-dredging at about 20 sites found a wide range of outcomes in terms of surface sediment concentrations of contaminants: some sites showed increases, some no change, and some decreases in concentrations. Evaluating the potential long-term benefits of dredging will require that the U.S. Environmental Protection Agency step up monitoring activities before, during and after individual cleanups to determine whether it is working there and what combinations of techniques are most effective.

In recent years the search for alternatives to expensive and limited upland containment areas for contaminated sediment has centered on in-water capped disposal. This interest was further reinforced when the convention on the Prevention of Marine Pollution by Dumping of Wastes and Other Matter (the London Dumping Convention) accepted the capping concept, subject to monitoring, as an appropriate technology for rapidly rendering harmless the contaminants of concern in dredged material. Subsequent detailed investigations (e.g., Brannon et al. 1985, O'Connor and O'Connor 1983) have confirmed that capping can be effective in chemically and biologically isolating contaminated dredged material from the overlying aquatic environment. However, in order to ensure this effectiveness, capping projects cannot be treated simply as a modification of conventional disposal practices. A capping project must be thought of as an engineered structure with design and construction requirements that must be met, verified, and maintained over the design life. This is not to say that traditional equipment and operational methods cannot be applied to capping contaminated materials. In fact, they have been used with good success. Technologies must, however, be applied in a systems context and with careful control and monitoring. (MM).
