In the light of Lord Cullen's recommendations on rail transport safety, this Bill contains provisions to create an independent inspection body, called the Railway Accident Investigation Branch (RAIB), with responsibility for examining the causes of rail accidents. Its role will be similar to the investigatory bodies that exist in the marine and aviation sectors. Other measures include: the creation of a Regulatory Board to replace the Rail Regulator, in line with standard practice for the regulation of utilities; British Transport Police to be given wholly statutory jurisdiction over the rail system, and the creation of a new independent police authority to oversee their activities; and the introduction of alcohol limits and related measures for crews in the shipping and aviation sectors.
