PAVE PAWS is a phased-array warning system designed to detect and track sea-launched and intercontinental ballistic missiles operated on Cape Cod since 1979 by the U.S. Air Force Space Command. In 1979, the National Research Council issued two reports to address concerns from Cape Cod residents about the safety and possible health effects of the radiofrequency energy from the radar. Following up on the1979 report, the new report finds no evidence of adverse health effects to Cape Cod residents from long-term exposure to the PAVE PAWS radar. The report specifically investigated whether the PAVE PAWS radar might be responsible in part for the reported higher rates of certain cancers in the area, but concludes there is no increase in the total number of cancers or in specific cancers of the prostate, breast, lung, or colon due to radiation exposure from PAVE PAWS. The report did find in the scientific literature a few biological responses to radiofrequency exposures that were statistically significant. Such responses do not necessarily result in adverse health effects, but the report recommends additional studies to better discern the significance, if any, of those findings.

Final Environmental Impact Statement (EIS) discussing the effects of operating the PAVE PAWS (Phased Array Warning System), a new sea-launched ballistic missile surveillance and tracking radar system, at Otis Air Force Base on Cape Cod, Massachusetts. The EIS addresses the potential environmental effects on human health, land use, demographics and economics, and electromagnetic interference. Alternatives are considered along with unresolved issues. The conclusions are: (1) At the PAVE PAWS power levels (i.e., average power density exposures for the general public at the sub-microwatt/sq cm level even with implementation of a possible 'growth' option) there is no hazard to humans, other fauna, or flora from the radiofrequency radiation; (2) Only minor effects on land use, demographics, and economics are expected; and (3) Electromagnetic interference is either minor or can be satisfactorily reduced. In summary, the EIS states that operating the PAVE PAWS at Flatrock Hill on Otis Air Force Base will have no significant environmental impact. The EIS contains-an in-depth, critical review of the present state of knowledge regarding biological effects of radiofrequency radiation. The review was based primarily on the selection and analyses of documents, from the large body of literature on the subject, that are most significant scientifically and pertinent to the operational characteristics of PAVE PAWS and to the power densities of radiofrequency radiation in the geographical region around the radar. A method is presented for the determination of radar frequency radiation power densities that the PAVE PAWS radar system could produce in its air and ground environment. The effort was prompted by the concern of the people in the vicinity of OTIS AFB MA and BEALE AFB CA about the possible radar frequency radiation hazard of the PAVE PAWS radar. The method is based on the following main assumptions that: (a) the total field can be computed as the vector summation of the individual fields due to each antenna element; (b) the individual field can be calculated using distances for which the field point is in the far field of the antenna element. An RFR computer program was coded for the RADC HE 6180 digital computer and exercised to calculate the radiation levels in the air and ground space for the present baseline and the possible Six DB and 10 DB growth systems of the PAVE PAWS radar system at OTIS AFB MA. The average radiation levels due to the surveillance fence were computed for three regions: in the air space in front of the radar, at the radar hazard fence at OTIS AFB MA and at representative ground points in the OTIS AFB vicinity. It was concluded that the radar frequency radiation of PAVE PAWS does not present a hazard to personnel provided there is no entry to the air hazard zone or to the area within the hazard fence. The method developed offers a cost effective way to determine radiation levels from a phased array radar especially in the near field and transition regions.
