Book Description
Excerpt from Public Papers of David B. Hill, Governor, 1890 Within the hour which has just passed each member of your honorable body, in entering upon the duties of his office, has made a solemn vow that he will support the Constitution of the State of New York. It is my pleasure to assume that in this instance, at least, the oath has not been taken without a full appreciation of its significance and responsibility. Yet in five successive Legislatures that the vow has apparently with deliberation and for mere partisan advantage - been ignored by a majority of the members. Book Description
Excerpt from Public Papers of David B. Hill, Governor, 1886 It was during the incumbency of the first Executive that the State was distracted by the contest over the adoption of the Federal Constitution. He was an active and earnest member, and the president of the convention which assembled at Poughkeepsie in 1788 for the purpose of considering that instrument. With honest and out spoken convictions he opposed its ratification by this State with all his energy and ability; but when it was adopted by the small majority of three, he gave the Constitution his unqualified allegiance, and on retiring from the chair and closing the proceedings, he made a memorable speech, loyally acquiescing in the result of the convention. Book Description
Excerpt from Public Papers of David B. Hill, Governor, 1887 This duty I proceed to discharge this year in the briefest manner possible, having, in previous annual messages. Very fully, and at considerable length, expressed my views upon the various questions affecting the State. I may, however, take occasion during the session to communicate with you by special message more frequently than has heretofore been the custom, upon such matters as may arise from time to time, or upon subjects in relation to which some suggestions may hereafter be deemed especially desirable and expedient. Book Description
Excerpt from Public Papers of David B. Hill, Governor, 1889 Fellow-Citizens: - Custom has long dictated the inauguration of a Governor of the State by some formal and appropriate ceremonies. In deference to that custom, I am here upon this interesting occasion to assume in your presence the position which the people of the State, by their suffrages have, for the second time, assigned me. The solemn oath which I have taken in your hearing promises delity to the Constitution of the United States and the Constitution of the State of New York - my native State. These are the only tests of fealty from citizens assuming public position which are required under our simple form of government. Loyalty - not to any man, of cials or political parties, but faithfulness to the principles of the fundamental laws of the Nation and State are the essential guarantees properly exacted from public servants.
