Motivated by the lack of scholarly understanding of the substantial gender difference in attitudes toward the use of military force, Richard C. Eichenberg has mined a massive data set of public opinion surveys to draw new and important conclusions. By analyzing hundreds of such surveys across more than sixty countries, Gender, War, and World Order offers researchers raw data, multiple hypotheses, and three major findings. Eichenberg poses three questions of the data: Are there significant differences in the opinions of men and women on issues of national security? What differences can be discerned across issues, culture, and time? And what are the theoretical and political implications of these attitudinal differences? Within this framework, Gender, War, and World Order compares gender difference on military power, balance of power, alliances, international institutions, the acceptability of war, defense spending, defense/welfare compromises, and torture. Eichenberg concludes that the centrality of military force, violence, and war is the single most important variable affecting gender difference; that the magnitude of gender difference on security issues correlates with the economic development and level of gender equality in a society; and that the country with the most consistent gender polarization across the widest range of issues is the United States.

This study examines West European foreign policy and defense attitudes along four dimensions: military security, foreign policy approaches, national defense priority, and anti-Americanism. Following a review of the recent literature on this topic, data, from Eurobarometer surveys are used to test several propositions concerning European public opinion. Trend analyses and cross-national comparisons are emphasized. The nations included in this study are Great Britain, West Germany, France, Italy, the Netherlands, and Belgium. Support for NATO was found to be substantial while priority placed upon national defense by Europeans was found to be increasing, and anti-Americanism was also found to be increasing.

This chapter considers certain historical and political aspects of the security community between the US and Western Europe. The importance of West Europe. The importance of West Europe to the US was recognized by American policymakers for 50 years prior to the founding of NATO. The vital US interest in NATO security thus is not closely related to the brief period of overwhelming American nuclear superiority in the 1950s, but both preceded and followed that era. Recurrent NATO crises should be viewed in this light. American isolationism was never as absolute as is remembered and is unlikely to return, since its ethnic basis has been removed by world events. American volatility is a source of concern on both sides of the Atlantic, but this can be smoothed out by skillful leadership. Current arguments opposing the US guarantees to NATO are examined and found to be inadequate and unrealistic.
