A sample of 1.8 x 106 produced psi's collected by the Crystal Ball detector at SPEAR is used to measure branching ratios of selected radiative psi' decays to non-charmonium states which decay into photons. A sample of 2.2 x 106 produced J/psi's is used to measure the same radiative decays from the J/psi. The ratios BR(psi' .-->. .gamma.f)/BR(J/psi .-->. .gamma.f) = 9 +- 3%, BR(psi' .-->. .gamma.theta)/BR(J/psi .-->. .gamma.theta) 10% - 15%, BR(psi' .--. .gamma.eta)/BR(J/psi .-->. .gamma.eta) 1.8%, and BR(psi' .--. .gamma.eta')/BR(J/psi .-->. .gamma.eta')

Inclusive and exclusive measurements of psi radiative decay are presented. The magnitude of hard inclusive radiative decay is comparable to the prediction f first order QCD, but the measured spectrum is considerably softer. In addition to measurements of radiative decays to the known pseudoscalar and tensor mesons, a sizable decay to a resonance of mass 144015/sup +10/ MeV/c2 in the K anti K.pi. mode is observed. This may be the E(1420) meson. Supporting evidence is presented for the existence of the n/sub c/ at a mass of 2980 MeV/c2.

The status of the eta/sub c/ signal seen in the Crystal Ball data on psi' and psi radiative decay is presented. The eta/sub c/ has a mass of (2981 +- 15) MeV, and a width of 20 +- 15 MeV. The decay mode eta/sub c/ eta .pi pi. is observed by fitting to exclusive events. Data on other radiative decays of the psi show evidence for the E(1420) meson.
