Description: Before the First Texas Navy could be equipped, the only Texas naval forces were vessels operating under letters of marque. On the 16th of November 1835, the Texas provisional government established a committee on "Affairs of the Navy", which recommended on the 18th of November 1835 that letters of marque and reprisal be granted to qualified individuals who had vessels of at least eighty tons, carrying at least four twelve-pounders. This was passed into law the following day.
