This book radically re-conceptualises the origins of the European Union as a trans- and supranational polity as it emerged between the Schuman Plan of May 1950 and the first enlargement of the European Communities at the start of 1973. Drawing upon social science theories and debates as well as recent historical research, Wolfram Kaiser and Morten Rasmussen in their introductory chapters discuss innovative ways of narrating the history of the EU as the emergence of a transnational political society and supranational political system. Building on these insights, eight chapters based on multilateral and multi-archival research follow each with case studies of transnational networks, public sphere and institutional cultures and policy-making which illustrate systematically related aspects of the early history of the EU. In the concluding chapter, leading political scientist Alex Warleigh-Lack demonstrates how greater interdisciplinary cooperation, especially between contemporary history and political studies, can significantly advance our knowledge of the EU as a complex polity. The Sawaba movement and its rebellion in Niger are a totally neglected subject. Mobilizing nature traces the environmental history of war and militarisation in France, from the creation of Châlons Camp in 1857 to military environmentalist policies in the twentieth century. It offers a fresh perspective on the well-known histories of the Franco-Prussian War, Western Front (1914-18), Second World War, Cold War and the anti-base campaign at Larzac, whilst uncovering the largely 'hidden' history of the numerous military bases and other installations that pepper the French countryside. Mobilising nature argues that the history of war and militarisation can only be fully understood if human and environmental histories are considered in tandem. Preparing for and conducting wars were only made possible through the active manipulation and mobilisation of topographies, climatic conditions, vegetation and animals. But the military has not monopolised the mobilisation of nature. Protesters against militarisation have consistently drawn on images of peaceful and productive civilian environments as the preferable alternative to destructive tanks and bombs. The empty chair crisis of 1965, resolved in the Luxembourg Compromise of 1966, forms part of the dramatic past of the European Union, and is for many a turning-point in European political integration. This volume, based on new research, revisits these events. It sheds fresh light on the mixed motives of the principal member states, European institutions and third-country actors, and identifies the shadows cast over subsequent legal and political practice. The book results from a collaborative project among historians, lawyers, and political scientists. It draws on new archival material and on many insights from practitioners, both some involved in the events of 1965-66 and others engaged in subsequent negotiations in the Council of the EU. Traces of these events persist in the consensus-oriented culture in the Council, where a concern to avoid sharply polarised confrontation limits recourse to active voting, even though the formal use of qualified majority voting has been greatly extended. Arguments over agricultural policy, the EU budget and world trade negotiations thus continue to provide occasions for some member states to insist on their 'very important interests'. This book stems from a co-funded project of the Fondation Paul-Henri Spaak in Brussels and of the European University Institute and the Historical Archives of the European Union in Florence.

The EU's pluralistic, nonhierarchical system of multilevel governance lacks clear structures of both government and opposition. According to the EU treaties, the presidency of the European Commission is thus not explicitly expected to exercise political leadership. However, the position cannot effectively be exercised without any demonstration of such leadership due to its many leadership functions. Examining this curious mix of strong political demands, weak institutional powers, and need for political leadership, this book systematically analyses the political leadership performance of the presidents of the European Commission throughout the process of European integration. The basic argument is that Commission presidents matter not only in the process of European integration, but that their impact varies according to how the different incumbents deal with the institutional structure and the situational circumstances, and thus their available strategic choices. The primary research question is thus, What makes political leadership in European governance successful and to what extent (and why) do Commission presidents differ in their leadership performance? In addressing this question, this book departs from existing research on EU leadership, which has to date often analysed either the EU's institutional structure and its potential for leadership or mainly focused on only the most recent incumbents in case study analyses. Focusing on the multiterm European Commission presidents Walter Hallstein, Jacques Delors, and Jos� Manuel Barroso, this book conceptualizes their political leadership as a performance, and thus systematically analyzes their agenda-setting, mediative-institutional, and public outreach performance over the entire course of their presidential terms.

This book analyses the founding years of consumer law and consumer policy in Europe. It combines two dimensions: the making of national consumer law and the making of European consumer law, and how both are intertwined. The chapters on Germany, Italy, the Nordic countries and the United Kingdom serve to explain the economic and the political background which led to different legal and policy approaches in the then old Member States from the 1960s onwards. The chapter on Poland adds a different layer, the one of a former socialist country with its own consumer law and how joining the EU affected consumer law at the national level. The making of European consumer law started in the 1970s rather cautiously, but gradually the European Commission took an ever stronger position in promoting not only European consumer law but also in supporting the building of the European Consumer Organisation (BEUC), the umbrella organisation of the national consumer bodies. With Friends like These demystifies this cri du balcon by shifting the focus from de Gaulle to the broader domestic and international forces at play.
