European Union Research Policy
Author: Veera Mitzner
Publisher: Springer Nature
ISBN: 3030413950
Category : Political Science
Languages : en
Pages : 290
Book Description
This book describes the emergence of research policy as a key competence of the European Union (EU). It shows how the European Community (EC, the predecessor of the EU), which initially had very limited legal competence in the field, progressively developed a solid policy framework presenting science and research as indispensable tools for European economic competitiveness and growth. In the late 20th century Western Europe, hungry for growth, concerned about the American technological lead, and keen to compete in the increasingly open international markets, the argument for a joint European effort in science and technology seemed plausible. However, the EC was building its new functions in an already crowded field of European research collaboration and in a shifting political context marked by austerity, national rivalries, new societal and environmental challenges, and emerging ambivalence about science. This book conveys the contested history of one of the EU’s most successful policies. It is a story of struggle and frustration but also of a great institutional and intellectual continuity. The ideational edifice for the EC/EU research policy that was put in place during the 1960s and 1970s years proved remarkably robust. Its durability enabled the rapid takeoff of the European Commission’s initiatives in the more favorable political atmosphere of the early 1980s and the subsequent expansion of the EU research funding instruments and programs that permanently transformed the European research landscape.

Rethinking European Integration History in Light of Capitalism
Author: Aurélie D. Andry
Publisher: Routledge
ISBN: 1000596656
Category : History
Languages : en
Pages : 237
Book Description
This book outlines the possibilities and perspectives of an intertwining of European integration historiography with the history and concept of capitalism. Although debates on capitalism have been making a comeback since the 2008 crisis, to date the concept of capitalism remains almost completely avoided by historians of European integration. This book thus conceptualizes ‘capitalism’ as a useful analytical tool that should be used by historians of European integration and proposes three major approaches for them to do so: first, by bringing the question of social conflict, integral to the concept of capitalism, into European integration history; second, by better conceptualizing the link between European governance, Europeanization and the globalization of capitalism; and thirdly by investigating the economic, political and ideological models or doctrines that underlie European cooperation, integration, policies and institutions. This analytical encounter between European integration history and capitalism allows for a better understanding of how today’s "Europe" resulted from a complex social, economic and political conflict that took place in part at the European level. The chapters in this book were originally published as a special issue of the journal, the European Review of History.

The History of the European Union
Author: Wolfram Kaiser
Publisher: Routledge
ISBN: 113404092X
Category : History
Languages : en
Pages : 241
Book Description
This book radically re-conceptualises the origins of the European Union as a trans- and supranational polity as it emerged between the Schuman Plan of May 1950 and the first enlargement of the European Communities at the start of 1973. Drawing upon social science theories and debates as well as recent historical research, Wolfram Kaiser and Morten Rasmussen in their introductory chapters discuss innovative ways of narrating the history of the EU as the emergence of a transnational political society and supranational political system. Building on these insights, eight chapters based on multilateral and multi-archival research follow each with case studies of transnational networks, public sphere and institutional cultures and policy-making which illustrate systematically related aspects of the early history of the EU. In the concluding chapter, leading political scientist Alex Warleigh-Lack demonstrates how greater interdisciplinary cooperation, especially between contemporary history and political studies, can significantly advance our knowledge of the EU as a complex polity. This book will be of interest to students and scholars of Politics, European Studies and History.

Space Legislation of Luxembourg
Author: Mahulena Hofmann
Publisher: Kluwer Law International B.V.
ISBN: 9403543914
Category : Law
Languages : en
Pages : 293
Book Description
Aerospace Law and Policy Series, Volume 22 For more than three decades, Luxembourg has been at the forefront of commercial and cooperative initiatives that have shaped a vibrant space economy. Since 2017, this formidable role in global enterprise has been brought to legal fruition with three farseeing laws designed to make Luxembourg the most favorable jurisdiction for registering commercial missions to exploit space resources. This book presents expert article-by-article commentary on these laws by scholars from the staff of the renowned SES Chair in Space, Satellite Communications and Media Law of the University of Luxembourg, as well as the first non online publication in English of the laws otherwise only available in French. For investors and operators seeking a safe and attractive legal environment in space resources activities, the Commentary will greatly clarify such crucial matters as the following: whether the authorization procedure is smooth or cumbersome, affordable or expensive; whether and which insurance is required; whether potential liability for damage caused by a space object will be capped or not; and procedures and consequences attached to termination of space activity. Each section of the Commentary follows the same structure: first the English text of the article, then its drafting history (genesis and context), then legal interpretation, and finally evaluation, including comparison with space laws of other countries. The pace of innovation in space-related technology continues to accelerate, but making tomorrow’s technical possibilities a reality requires practical legal support today. This valuable tool for the further economic development of a dynamic and competitive commercial sector offers a clear legal framework ensuring that private operators, investors and entrepreneurs working in space can be confident about their rights, including their rights to the resources they extract. The book also represents a milestone in space law for academics and practitioners in the field.
