The U.S. military can be thought of as a microcosm of American society, bringing in people from diverse backgrounds and history to defend one nation. Military leaders must address the same issues and concerns as those found in the civilian world, including exclusion, segregation, and discrimination. In some cases, the military has led the nation by creating policies of inclusion before civilian laws required them to do so. In other causes, the military has lagged behind the larger society. The goal of this book is to provide an overview of the ways in which diversity has been addressed in the military by providing information about particular forms of diversity including race, ethnicity, religion, gender, and sexuality. Subject matter experts provide their insights into the roles that each of these groups have played in the U.S. armed services as well as the laws, rules, and regulations regarding their participation. Ultimately, the authors utilize this information as a way to better understand military diversity and the unique ways that individuals incorporate the military into their sense identity.

At times, an institution needs to examine itself and take stock of its future. The "Army" writ large as an institution is, above all, an assembly of people-all with a common bond and task. This book deals with the vital question of how the United States armed forces in general, and the Army as an institution in particular, can best accommodate in their recruiting efforts the rapid changes in U.S. population patterns over the next half century. It is an effort at self-examination. The book is an outgrowth of convergent initiatives on the part of two American educational institutions-the U.S. Army War College at Carlisle Barracks, Pennsylvania, and Spelman College in Atlanta, Georgia the two having formed a fruitful partnership to co-sponsor a conference titled "Population Diversity and the U.S. Army in 2030," held at Spelman College on August 7, 1998. The Army War College, through its Strategic Outreach Program, makes a concerted effort to connect with various American civilian entities not only to promote mutual understanding, but also to find collaborative solutions for military problems that ultimately affect all Americans. Spelman College, positioned at the core of the network of historically black colleges in Atlanta and having a student body of black women, provided an ideal venue for examining issues regarding demographic and ethnic change that we expect in America over the next several decades. We should acknowledge as well the yeoman assistance of the U.S. Army Recruiting Command located at Fort Knox, Kentucky, which provided to conferees useful briefings wholly devoid of academic vapors, focusing rather upon the unvarnished realities of future projections of the composition of America's population. Our Recruiting Command colleagues also discussed in clear terms the Army's efforts to enlist women and members of other diverse groups in the recruiting market of today-and what we can expect tomorrow. This book is not intended as a transcript of all conference proceedings. Rather, it is an anthology of selected presentations that not only portrays the main challenges confronting those who must staff the future force in the face of unprecedented demographic flux, but also provides the attitudes and hopes of women and minorities who are part of today's Army. The reader should pay particular attention to Chapter 2, which examines the Russian military. Its author, Robert Pringle, gives us a case study in what happens when an institution collapses because it can not accommodate diversity and change.

The U.S. military has been continuously engaged in foreign conflicts for over two decades. The strains that these deployments, the associated increases in operational tempo, and the general challenges of military life affect not only service members but also the people who depend on them and who support them as they support the nation â€" their families. Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. It affects virtually every part of the Air Force because workforce policies, procedures, and processes impact all offices and organizations that include Airmen and responsibilities and relationships change regularly. Military recruitment will become more difficult in times of demographic aging. The question arises whether demographic change will constrain the capacity of aging states like Germany to conduct foreign policy and pursue their national security interests. Since contemporary military operations still display a strong human element, particular scrutiny is given to the empirical analysis of the determinants of military propensity and military service among youth. An additional human capital projection until 2030 illustrates how the decline in the youth population will interact with trends in educational attainment and adolescent health to further complicate military recruitment in the future. A concluding review of recruiting practices in other NATO countries provides insight in best-practice policy options to reduce the military’s sensitivity to demographic change. Following this approach, the book gives prominence to a topic that has thus far been under-represented in the greater discussion of demographic change today, namely the demographic impact on international affairs and strategic calculations.

In 1917, Fort Ord was established in the tiny subdivision of Seaside, California. Over the course of the 20th century, it held great national and military importance—a major launching point for World War II operations, the first base in the military to undergo complete integration, the West Coast's most important training base for draftees in the Vietnam War, a site of important civil rights movements—until its closure in the 1990s. Alongside it, the city of Seaside took form. Racial Beachhead offers the story of this city, shaped over the decades by military policies of racial integration in the context of the ideals of the American civil rights movement. Middle class blacks, together with other military families—black, white, Hispanic, and Asian—created a local politics of inclusion that continues to serve as a reminder that integration can work to change ideas about race. Though Seaside's relationship with the military makes it unique, at the same time the story of Seaside is part and parcel of the story of 20th century American town life. Its story contributes to the growing history of cities of color—those minority-majority places that are increasingly the face of urban America.
