Arctic Communications is a compilation of the proceedings of the Eighth Meeting of the Ionospheric Research Committee of NATO's Advisory Group for Aeronautical Research and Development, held in Athens, Greece in July 1963. The meeting provided a forum for discussing advances in communications equipment used to conduct research in the Arctic and covered a wide range of topics such as the physical properties of the Arctic ionosphere; Arctic high-frequency communications; soundings and field strength measurements; and observations in the Arctic during nuclear tests. This book is comprised of 25 chapters and begins with a discussion on experimental studies of high latitude absorption phenomena, including auroral absorption, polar cap absorption, and sudden commencement absorption. Direct measurements of D-region electron densities during the absorption periods are also presented. Subsequent chapters focus on the ionospheric absorption of cosmic noise observed at geomagnetically conjugate points; ionospheric ionization produced by solar flares; military communication facilities in the Canadian Arctic; and radio noise problems in Arctic regions. Phase instabilities on a very-low-frequency transmission path passing through the auroral zone are also considered. This monograph will be of particular value to scientists and researchers with interest in the Arctic.

This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance (MLG). It challenges the tendency of the MLG literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralisation of policy-making on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics and public policy. The majority of the successful SOE operations in Europe took place in countries occupied by the Germans after the outbreak of war in 1939, Hitler’s forces being regarded as foreign invaders. In Czechoslovakia it was different. The country, which had large numbers of ethnic Germans living within its borders, had been occupied since 1938, allowing the Germans to establish a strong hold on the country which limited the opportunities for subversive action by resistance movements. Nevertheless, resist the Czechs did, despite the Germans conducting savage and indiscriminate reprisals. It was against this background that SOE attempted to infiltrate its agents into Czechoslovakia in 1941, their role being to help in co-ordinating and expanding the resistance movement and to establish communications with the Czech authorities in the UK. Successful actions were admittedly few before 1942 when one of the most successful SOE-backed operations resulted in the assassination of Reinhard Heydrich, the highest-ranking Nazi to be killed by any resistance group. The huge wave of reprisals against the civilian population which followed severely hampered SOE activities in the immediate aftermath. Another factor which limited SOE’s ability to infiltrate Czechoslovakia and to supply the resistance was the distance and difficulty experienced by the RAF in flying to the region. During the short nights of summer, no flights could be attempted. This changed in September 1943 when sorties were able to be conducted from Italy, and by 1944 the scale of operations increased both in frequency and scale. More than 300 Czechs were trained by SOE and, in conjunction with local resistance groups, those that managed to infiltrate back into their homeland, kept the occupying forces constantly on the alert, ensuring that Germany’s eastern flank was never entirely secure. This is the first full, official account of SOE in Czechoslovakia, compiled by SOE headquarters staff who had direct access to all the organisation’s records, many of which were destroyed after the war.
