Labor Markets in Latin America

Labor Markets in Latin America PDF Author: Sebastian Edwards
Publisher: Brookings Institution Press
ISBN: 9780815723240
Category : Business & Economics
Languages : en
Pages : 366

Book Description
Many of the rules that govern labor markets in Latin America (and elsewhere) raise labor costs, create barriers to entry, and introduce rigidities in the employment structure. These include the exceedingly restrictive regulations on hiring and firing practices, as well as burdensome social insurance schemes. Such labor market regulations contribute to an over-expansion of precarious forms of employment and to rural poverty, and hinder countries from responding rapidly to new challenges from increased foreign competition. At the same time, other norms can reduce costs and raise productivity; they should be kept in place and their enforcement improved. For example, some occupational health and safety standards lower medical costs and save lives. One may also want to keep legislation aimed at providing a minimum social insurance for unemployment, old age, sickness, and disabilities. In practice, the most common decision that governments confront is not whether to intervene but to choose among different forms of intervention. This volume provides analysts and policymakers with useful insights on this issue. Part I addresses labor market institutions in a broader context, such as collective bargaining arrangements, minimum wages and poverty, and optimal unemployment insurance schemes. Part II analyzes labor market performance in Latin America, the links between performance and labor market regulations, and the status of labor market reform in the region. These questions are addressed for the region as a whole and in great detail for Argentina, Brazil, Chile, Mexico, and Colombia. The book provides a comprehensive description of the existing labor institutions in Latin America, the problems they pose, and the trends in labor market reforms as well as the difficulties encountered by the reform process in specific cases. In addition to the editors, the contributors are Edward Amadeo, Jose Marcio Camargo, Alejandra Cox Edwards, Rene Cortazar, Enriqu

Welfare and Social Protection in Contemporary Latin America

Welfare and Social Protection in Contemporary Latin America PDF Author: Gibrán Cruz-Martínez
Publisher: Routledge
ISBN: 0429895666
Category : Political Science
Languages : en
Pages : 250

Book Description
Social protection serves as an important development tool, helping to alleviate deprivation, reduce social risks, raise household income and develop human capital. This book brings together an interdisciplinary team of international experts to analyse social protection systems and welfare regimes across contemporary Latin America. The book starts with a section tracking the expansion of social assistance and social insurance in Latin America through the state-led development era, the neoliberal era and the pink-tide. The second section explores the role played by local and external actors modelling social policy in the region. The third and final section addresses a variety of contemporary debates and challenges around social protection and welfare in the region, such as gender roles and the empowerment of CCT beneficiaries, and welfare provision for rural outsiders. The book touches on key topics such as conditional cash transfer programmes, trade union inclusionary strategies, transnational social policy, state-led versus market-led welfare provision, explanatory factors in the emerging dualism of social protection institutions, social citizenship rights as a consequence of changing social policy architecture and different poverty reduction strategies. This interdisciplinary volume will be of interest to economists, political scientists, sociologists, anthropologists and historians working on social protection in Latin America, or interested in welfare systems in the global south.

Working with Young People

Working with Young People PDF Author: Xavier Úcar
Publisher: Oxford University Press
ISBN: 0190937777
Category : Social Science
Languages : en
Pages : 265

Book Description
Working with Young People offers a new outlook on social, cultural, and educational work with young people. It utlizes the perspective of social pedagogy--a theoretical and practical perspective that has been developing in continental Europe over the last 150 years--in placing young people at the center of socio-educational work and giving value to their decisions and actions. The text supports youths' process of personal construction within the framework of the community in which they live. The book is organized into three large blocks of chapters. The introduction aims to prepare readers for the social pedagogy approach to work with young people. It briefly outlines its current situation in the world and, relate it to the main professions in which it is embodied in different socio-cultural contexts: social pedagogy, social education, and social work. The first block presents the framework and socio-pedagogical, theoretical, and practical parameters in which work with young people takes place in Europe and Latin America. The second block of chapters deals with youth policies and the training and professionalization of educators and those who work with young people. The last block focuses on some socio-educational practices with young people that include youth justice, social inclusion process, youth participation in digital life or transition to adult life. The book is based on a wide perspective of young people from cultural diversity.
