The volume has two main issues. One focuses on Mikael Agricola and his contribution to reformation in Finland and the Finnish language. The corresponding articles are Heidi Salmi, German Influence on the Finnish in Mikael Agricola, Jyrki Knuutila, The Impact of the Reformation on Finland from the Perspective of Finnish Students at Wittenberg University (1531–1633), and Andreas Pawlas, Mikael Agricola and the Finnish Identity. Is Mikael Agricola the root for the special link between Finland and Germany when it comes to culture and language? Kirsti Siitonen and Katri Annika Wessel contribute a report on the teaching and research of Finnish language and culture in German universities. The first university to offer modules in Finnish was the University of Greifswald, where teaching began in 1921. The second focus is on voting. The article by J. Antonio Seijas-Macias, Power Index of Finnish Parties: Evolution of the Parliament System, resumes methods and results presented in Manfred J. Holler’s A Priori Party Party Power and Government Formation: Esimerkkinä Suomi published in Volume 1 of FGY-PE. Holler’s analysis ended in 1978 when his article was first published. Seijas-Macias’ article is accompanied by two studies of recent elections in Finland and Germany: Lasse Nurmi and Hannu Nurmi, From Center-Right to Center-Left: The 2019 Parliamentary Election in Finland, and Christoph Dörffel, Andreas Freytag, and Miriam Kautz, The 2019 State Election in Thuringia and the Populist Threat. Jussi Pajunen and Mikko Karjalainen’s article analyzes a rather dark chapter of Finnish-German cooperation, the Finnish volunteer battalion of the Waffen SS in 1941-1943.

This book provides a framework for understanding the creation of public value in urban environments. The ability of cities to produce value is related to their capacity to generate meaningful resources for city residents and workers that enable them to craft meaningfulness in life and work. Meaningfulness and public value require new ways of leading and developing city governance. This extends to designing inclusive structures and processes for people to grapple with the meanings and values underpinning public value creation. A public value framework demands that city governance goes beyond ordinary government to considerations of how to involve city residents and workers in creating and maintaining the common good. The common good is determined by an inclusive associational life characterized by deliberative processes and opportunities for social contribution. When acting upon their entitlements to make the city, urban residents and workers – as members of diverse civic, public and private organizations – co-create the meanings that facilitate the collective action necessary to translate values into value. The experience of cooperating for the common good produces meanings that people can adopt into a sense that their lives have significance and purpose. We construct a comprehensive public sector balance sheet for Finland from 2000 to 2016 by complementing general government statistics with data on public corporations and public pensions. We show that exposure to valuation changes in equity markets through asset holdings and increases in pension liabilities relative to GDP amplify crisis impacts on public finances. We expand the balance sheet by including present value estimates of future fiscal flows; this allows us to perform fiscal stress tests and policy experiments. These analyses suggest that Finland’s public finances will remain sound provided ongoing reform and consolidation efforts to address aging pressures are implemented as planned.
