This paper examines the various opportunities and challenges facing the KPRs in Kenya's Turkana and Laikipia counties, and considers in particular the management and control of reservists' 'rearms, given the wider problems of arms control and insecurity in Kenya's peripheral areas. It seeks to relate the changing economic environment in rural parts of these counties to the evolving role of the KPRs. The paper highlights how each distinct context (Turkana with its natural resource economy and Laikipia with its conservation tourism industry) is adapting the KPRs' traditional role. These new roles, as we shall see, are not always positive. Economic pressure, competition for resources (both natural and technical), weak or non-existent operational policy, a lack of oversight or governing structure, the attraction of secondary employment, and the constant arrival of destabilizing small arms from neighboring conflict zones are straining the KPR towards breaking point. Firearm misuse and criminal behavior by KPRs are exacerbating tensions in Kenya's remote rural regions. This paper will argue that without the immediate implementation of operational and small arms controls, the KPR risks evolving into armed militia groups.

When the notion of ‘alternative facts’ and the alleged dawning of a ‘postfactual’ world entered public discourse, social anthropologists found themselves in unexpectedly familiar territory. In theirempirical experience, fact—knowledge accepted as true—derives its salience from social mechanisms of legitimization, thereby demonstrating a deep interconnection with power and authority. In thisperspective, fact is a continually contested and volatile social category. Due to the specific histories of their colonial and post-independence experience, African societies offer a particularly broad array of insights into social processes of juxtaposition, opposition, and even outright competition between different postulated authorities. This book untangles the components of police education and advocates a robust community-based training model with significant civilian oversight. The recommended approach recognizes that the citizenry needs to be included in the provision of basic police education, for it is they who must both support and be served by their police. The police must be role models for society, demonstrating that freedom and rights come with obligations, both to the community as a whole and to individuals in need within that community. Ultimately, the quality of police training and the public’s safety depend not only on the leadership of police executives as well as the quality of educational institutions and police candidates but also on the building of a community’s trust in its police. The issues of police recruitment, education, and retention have greater consequence in an era when protests and other signs of negativity surround law enforcement. Several incidents, including, most notably, George Floyd’s murder by police, have sparked new training initiatives regarding police de-escalation and community engagement. At the same time, the proliferation of gun violence and a contentious political climate have led some officers to refrain from undertaking proactive types of policing. In this context, reform of the police education system is urgent. This book examines police training at all levels of government—local, regional, state, and federal. In addition, citizen participation programs, including the role of the media and programs for furthering law-related education (LRE), are highlighted. The proposed police education model recognizes that ordinary members of the American public need to contribute to the provision of basic police education, for it is they who must both support and be served by their police. The focus is on teaching a "guardian style" of policing at the local level. Police education would combine higher education, necessary practical proficiencies, and intensive field experiences through a gradual level of greater responsibility—likely extending over a 2-plus-year period for trainees with less than a year of previous college credits. This edited volume examines the use of militarised responses to different forms of criminal activity, discussing the outcomes and unintended consequences. Politicians and policymakers frequently use militarised responses to look tough on crime. The deployment of armies, navies, military assets and militarised approaches can send a powerful message, but have produced mixed results. While they generate the perception that governments are actively engaged on issues of concern to the public, and in some cases have resulted in notable successes, on the downside they have frequently also increased the loss of life, exacerbated the humanitarian consequences of a particular crime and entrenched divides between security and state institutions and the criminal proponents, narrowing the possibilities for future negotiated solutions. By focusing on four different areas of criminality – wildlife crime, piracy, migration and drug trafficking – the book allows context and evidence-based conclusions to be drawn on the strategic value and commonality of responses and their outcomes.
