This book examines the conditions under which new democracies succeed or fail in establishing firm and lasting civilian control of the military. David Kuehn and Aurel Croissant introduce a multi-dimensional conceptual framework to evaluate the degree of civilian control in new democracies and to trace developments over time. The theory of civilian control in new democracies that they propose integrates rationalist, structuralist, and institutionalist arguments into acoherent model to explain when, how, and through which causal mechanism new democracies succeed or fail in establishing and sustaining civilian control over the military. This theory is tested on an original dataset on civilian control over the military in 66 countries that have made the transitionfrom authoritarian to democratic rule at least once in the period from 1974 to 2010. The study traces the effects of different degrees of civilian control on the survival and democratic quality of third wave democracies, combining large-N statistical analyses with detailed case study narratives of several countries. The book establishes a comprehensive understanding of the conditions and processes under which third wave democracies succeeded or failed in establishing firm and lasting civiliancontrol of the military-and its consequences for the survival and quality of the new democratic structures, processes, and practices.

This book explores when, why, and how regional organizations adopt and design institutions to promote and protect fundamental standards of democracy, human rights, and rule of law in their member states. These regional institutions have spread globally. While their institutional designs have become increasingly similar over time, regional particularities persist. The book identifies factors that generate the demand for regional institutions and shape its institutional design. This book theorizes a mechanism underlying regime-change waves, the deliberate efforts of diffusion entrepreneurs to spread a particular regime and regime-change model across state borders. Why do only certain states and non-state actors emerge as such entrepreneurs? Why, how, and how effectively do they support regime change abroad? To answer these questions, the book studies the entrepreneurs behind the third wave of democratization, with a focus on the new eastern European democracies - members of the European Union. The study finds that it is not the strongest democracies nor the democracies trying to ensure their survival in a neighborhood of non-democracies that become the most active diffusion entrepreneurs. It is, instead, the countries where the organizers of the domestic democratic transitions build strong solidarity movements supporting the spread of democracy abroad that do. The book also draws parallels between their activism abroad and their experiences with democratization and democracy assistance at home.

Although comprehensive in classifying the causes and limitations of transitions to democracy, "The Third Wave" was also limited in its definition of democracy and expectations of a new democracy. Since the beginnings of independence, a number of African nations have been plagued by repeated coup d'états. Within the African Union (AU), there has been a concerted effort to break this cycle through the official adoption of an ‘anti-coup norm’, by which the AU is mandated to suspend a member state and restore constitutional order following a coup. Supporters of this stance see it as strengthening democracy in Africa, while critics argue that it has served to prop up existing regimes. But there has been little analysis of what the AU’s attempts to ‘restore constitutional order’ have meant for individual African states. In this book, Antonia Witt looks at the legacy of the AU’s intervention in Madagascar following the 2009 ‘Malagasy crisis’, one of the increasingly relevant yet under-researched cases of non-Western intervention in Africa.
