The experience of highly industrialized countries demonstrates that single-minded pursuit of economic develop ment is self-defeating because, by disregarding the other components of what is cxmnonly called "the quality of life", it creates conditions which are not acceptable to large sectors of the population. In the recent past a number of projects, for example, major darns, have had unexpectedly deleterious social, envir onmental and health consequences. As a result, many govern ment department and agencies are investigating the impacts of specific projects and are examining the role impact analysis could play in project planning. The process of environmental impact analysis has been developed, tested and institutionalized in several countries. The objective of the process is a prior identification and definition of likely environmental impacts of projects such as public works, industrial developments and tourist develop ments, as well as the impact of policies and legislative proposals. The environmental impact analysis process also includes the definition of alternative courses of action which would achieve comparable economic objectives while eliminatir .. g some or all of the detrimental environmental consequences. Identification of preventive or precautionary measures, which would minimize the unavoidable impacts, fonn an integral part of the process. The aim should be for a balanced appraisal in which economic, technical, social, environmental and health aspects are fully evaluated. Thus viewed, environmental impact analysis emerges as one of the most powerful planning tools for the prevention of environmental pollution and degradation.

The currency of social capital serves as an important function given the capacity to generate external access (getting to) and internal accountability (getting through) for individuals and institutions alike. Pierre Bourdieu (1986) defines social capital as “the aggregate of the actual or potential resources which are linked to possession of a durable network of more or less institutionalized relationships of mutual acquaintance and recognition or in other words, to membership in a group” (p. 251). Social capital contains embedded resources as a tool for manifesting opportunities and options among individuals and groups. Inevitably, the aforementioned opportunities and options become reflective of the depth and breadth of access and accountability experienced by the individual and institution. Memory and the Impact of Political Transformation in Public Space explores the effects of major upheavals—wars, decolonization, and other social and economic changes—on the ways in which public histories are presented around the world. Examining issues related to public memory in twelve countries, the histories collected here cut across political, cultural, and geographic divisions. At the same time, by revealing recurring themes and concerns, they show how basic issues of history and memory transcend specific sites and moments in time. A number of the essays look at contests over public memory following two major political transformations: the wave of liberation from colonial rule in much of Africa, Asia, and Central and South America during the second half of the twentieth century and the reorganization of Eastern Europe and the former Soviet bloc beginning in the late 1980s. This collection expands the scope of what is considered public history by pointing to silences and absences that are as telling as museums and memorials.
