Debates about military influence on civilian government tend to be partisan and rarely pay sufficient attention to specific contexts. This paper analyses, without condemnation or justification, why and how the military exercises such influence in Turkey and whether it is likely to continue to do so. It argues that the role of the military in Turkey grows out of a specific Turkish context and is more a symptom than a cause of the country's flawed democracy. It examines the Turkish officer ethos, particularly the role of the indigenous ideology of Kemalism, and the broad, though not universal, public mandate for an interventionist role in politics. It contends that the military's influence is neither uniform nor total and that it is more effective at blocking than initiating policy; thus creating a system in which civilian authority is primary rather than supreme. It analyses the mechanisms through which the military attempts to shape policy, and demonstrates how its influence depends more on its informal authority than legislated rights or responsibilities. The paper suggests that fears of threats to national security resulting from the reforms required for EU accession have made the military more, not less, reluctant to withdraw from the political arena. It concludes that, regardless of the future of Turkey's candidacy, such a withdrawal will be a slow and gradual process, dependent more on changes in Turkish social and political culture and the perceived security environment than in the military itself.

The primary motivation for this book is to focus on something crucial that is missing in Turkish political science: well-founded theories on the Turkish voter and empiricism in scholarly research. Given the absence of such theories, one could ask what then the best model is for explaining a Turkish citizen’s vote choice and political behaviour, and what schools of thought Turkish political science has. Unfortunately, it is not possible to offer a satisfactory response to either question at this point, and among the clear deficiencies in the current literature the primary one is the lack of a robust model explaining how Turkish citizens form their political attitudes, engage in political participation, or cast their votes. With these important questions in mind, this book aims to generate an interest in the theoretical and methodological tools that one can employ to conduct research contributing to the needs of the literature, particularly in political behaviour and political psychology. This book expands our understanding about the processes and the mechanisms of Turkish political behaviour, and contributes to the foundations of theory building in the literature. This book was published as a special issue of Turkish Studies.

PREFACE Public opinion polls are one of the popular methods in international relations frequently used by both policy makers and researchers in order to contribute to the making of foreign policy. They can be defined as collecting, recording, classifying and presenting the necessary information in an objective way in order to identify the conditions, behaviour, expectations, tendencies, thoughts and needs of the people who make up the whole or a part of the public, depending on their social, economic, political and cultural activities. It should be pointed out that public opinion polls are can be various by their subjects, sizes, budgets or methods etc. This research seeks to put forward the perceptions of university students on Turkish Foreign Policy (TFP). In the case of Erzurum, the survey has been shared students who continue their education at all levels at the Ataturk University and Erzurum Technical University. The survey was accessible between April 8, 2022, and October 23, 2022. 639 students responded it. Their responses not only were presented in tables and graphics, but also were evaluated quantitatively to find out which factors are efficient to determine perceptions of university students. In connection with this study, it was aimed to collect the responses from students participating in the research at a local level according to scientific standards, and to create datasets that can be used in future large-budgeted studies. We all owe participants a great debt of gratitude for their frank responses. Without their precious time, this research cannot be completed. We also many thanks the project1 team (Asst Prof. Esra Yıldız ÜSTÜN and Assoc Prof. Ali Servet ÖNCÜ) and post-graduate students (Kübra, Aleyna, Aymila, İbrahim and Betül) for efforts throughout the data collection.
