This volume examines the rationale, effectiveness and consequences of counter terrorism practices from a range of perspectives and cases. To mark the long history of Dominican involvement in defence of human rights, in the year celebrating the 800th anniversary of the confirmation of the Order of Preachers, two hundred Dominican brothers, sisters and laity met in Salamanca, Spain, to discuss the contribution of the Dominican Order, in the past, present and future, in the promotion and defence of human rights. It was in that city in the sixteenth century that, prompted by his Dominican brothers, such as Bartolome de las Casas, who were defending the indigenous people of Latin America against the Spanish conquistadores, Francisco de Vitoria planted the seed of today's international human rights movement. This volume presents in original languages the eleven papers given in Salamanca as well as the statement adopted by the delegates at the end of the meeting. They combine historical views, theoretical insights and testimonies from life experience. Since the first edition of this book appeared in 1982, El Salvador has experienced the most radical social change in its history. Ten years of civil war, in which a tenacious and creative revolutionary movement battled a larger, better-equipped, US-supported army to a standstill, have ended with 20 months of negotiations and a peace accord that promises to change the course of Salvadorean society and politics. This book traces the history of El Salvador, focusing on the oligarchy and the armed forces, that shaped the Salvadorean army and political system. Concentrating on the period since 1960, the author sheds new light on the US role in the increasing militarization of the country and the origins of the oligarchy-army rupture in 1979. Separate chapters deal with the Catholic church and the revolutionary organizations, which challenged the status quo after 1968. In the new edition, Dr Montgomery continues the story from 1982 to the present, offering a detailed account of the evolution of the war. She examines why Duarte's two inaugural promises, peace and economic prosperity could not be fulfilled and analyzes the electoral victory of the oligarchy in 1989. La tesis de la investigadora, defendida en 2017 en la Universidad de Deusto y dirigida por los profesores Felipe Gómez Isa y Carlos Martín Beristain, analiza el que califica de “conflicto olvidado” del Sahara Occidental desde la perspectiva de los derechos humanos abordando, en particular, el delito de desaparición forzada. Para ello, la autora, que formó parte del equipo de trabajo de la investigación que desembocó en “El Oasis de la Memoria”, analiza en detalle 95 casos de desaparición forzada, 86 de ellos recogidos en dicha publicación y los nueve restantes, en “Meheris: la esperanza posible”. La investigadora indica que es necesaria “una voluntad política real por transformar la realidad y romper con el pasado de violaciones de derechos humanos” y denuncia que “no se haya respetado el derecho de las víctimas a la verdad”. Los resultados del trabajo, según apunta López, se espera que sirvan para que las personas afectadas puedan defender sus derechos ante las instancias internacionales y la Audiencia Nacional española.

In the twenty-first century, fighting impunity has become both the rallying cry and a metric of progress for human rights. The new emphasis on criminal prosecution represents a fundamental change in the positions and priorities of students and practitioners of human rights and transitional justice: it has become almost unquestionable common sense that criminal punishment is a legal, political, and pragmatic imperative for addressing human rights violations. This book challenges that common sense. It does so by documenting and critically analyzing the trend toward an anti-impunity norm in a variety of institutional and geographical contexts, with an eye toward the interaction between practices at the global and local levels. Though the civil-rights abuses by the Pinochet dictatorship in Chile (1973-1990) were later recognized by reparations and truth commissions, the difficult emotions suffered by the victims and their families were often pushed into the background or out of the national conversation entirely. In response, novelists began writing memory of feelings experienced during the dictatorship into their books. In The Chilean Dictatorship Novel, Weldt-Basson examines fifteen novels and one testimony written on the topic of dictatorship to illustrate how these Chilean narratives center on affect and emotions. Each chapter focuses on a different emotion: feelings of loss because of father abandonment and spatial injustice caused by the neoliberal urbanization of Santiago; despair articulated through tragic romances and affective landscapes; left-wing nostalgia and melancholia communicated through allegory; feelings of abjection caused by torture and betrayal; and the creation of affect through violent events, aggressive child play, and sexual torture. Through a close look at the work of José Donoso, Ariel Dorfman, Diamela Eltit, Carlos Franz, and Nona Fernández, among others, Weldt-Basson effectively argues that by inspiring emotion and creating empathy within readers, the authors of these books instill a drive in the readers for ongoing social-justice advocacy, thereby transforming the process of reading into a platform for future action. Weldt-Basson's landmark study will serve as a basis for the future study of Latin American literature for decades to come.
