This book is open access under a CC BY-NC-ND license. This book addresses the issue of how a country, which was incorporated into the world economy as a periphery, could make a transition to the emerging state, capable of undertaking the task of economic development and industrialization. It offers historical and contemporary case studies of transition, as well as the international background under which such a transition was successfully made (or delayed), by combining the approaches of economic history and development economics. Its aim is to identify relevant historical contexts, that is, the ‘initial conditions’ and internal and external forces which governed the transition. It also aims to understand what current low-income developing countries require for their transition. Three economic driving forces for the transition are identified. They are: (1) labor-intensive industrialization, which offers ample employment opportunities for labor force; (2) international trade, which facilitates efficient international division of labor; and (3) agricultural development, which improves food security by increasing supply of staple foods. The book presents a bold account of each driver for the transition.

This study examines ways to increase food security, reduce poverty and achieve economic growth in sub-Saharan Africa with ‘water’ through increased participation of the private sector and publicprivatepartnerships. This report is a summary of the findings from a review of the literature and critical analysis thereof. The ‘private sector’ includes all farmers, farm households, and agriculture-based micro, small and medium enterprises (MSMEs). That is: all entities involved in crop, livestock and fish production and marketing, in post-harvest activities and food processing, and in supply chains for the goods, services and information used in the process. The study examines different types of agricultural water development and management. These include smallholder subsistence farming, cultivation of profit-oriented high-value crops, and peri-urban agriculture, as well as successful examples of private sector involvement in various functions or processes, including planning, design, construction, operations and maintenance. The spotlight on ‘water’ does not imply that other factors, such as off farm employment, market development and education, are unimportant.

Much hope has been vested in pricing as a means of helping to regulate and rationalize water management, notably in the irrigation sector. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. Only 4 percent of arable land in sub-Saharan Africa is irrigated, using just 2 percent of the available water resources. Furthermore, 18 percent of the area equipped for irrigation is not utilized at all and the intensity of use varies between 50 percent and 80 percent. This highlights the huge potential available for intensifying and expanding irrigated area, provided that the investments required can be successfully mobilized. However, it must be noted that if investments in irrigation are to yield satisfactory returns, investments must also be made in a series of related activities. Current global figures for the amount of private investment in irrigation confirm that good returns can indeed be achieved. Prospects for sub-Saharan Africa would be far more favorable if public development assistance, particularly foreign direct investments, did not show declining trends.

Nepal has a long history of irrigation, including government and farmer-managed irrigation systems that are labor- and skill-intensive. Widespread male migration has important effects on Nepalese society. How institutions such as Water Users’ Associations (WUAs) respond and adapt, is therefore critical to the understanding of rural transformation and the likely impact on gender equality, food production, and rural livelihoods. This paper examines the effects of male migration on institutional change in WUAs, women’s roles, technological change, and outcomes affecting effectiveness of irrigation systems based on a mixed methods study, combining a phone survey of 336 WUA leaders from all provinces in Nepal with qualitative data from case studies in 10 irrigation systems. Results indicate WUAs have adapted rules to increase women’s participation and monetize the contributions for maintenance. Women exercise agency in whether and how to interact with WUAs. Mechanization has reduced the need for some male labor, though the ability to mechanize is limited by hilly terrain and small plot sizes. Overall, systems are adapting to male migration, with relatively low idling of land or labor shortages causing deterioration of the systems, though there are concerns with the high levels of women’s labor burdens.
