This Selected Issues paper provides an overview of social safety nets (SSNs) in Pakistan and uses a frontier analysis approach to assess their efficiency in reducing poverty and inequality. SSNs in Pakistan were significantly strengthened over time but remain small against regional and emerging markets’ averages. The analysis suggests that stepping up public expenditure in SSNs is needed to alleviate still high poverty and inequality. To this end, finalizing the update of the Benazir Income Support Program beneficiaries’ database, broadening its coverage, and stepping up educational transfers is key. In parallel, continuing the energy subsidies reform would create fiscal space to strengthen SSNs and priority social spending.

Implementation of the PRGF program in Pakistan remains broadly on track. All quantitative performance criteria for end-December 2003 were met, and it seems that most indicative targets for end-March 2004 were also met. Structural reforms are advancing, albeit only slowly in the energy sector. Four structural performance criteria were breached, but the slippages were minor and mainly reflected timing issues.

In May 1998, in reaction to India’s nuclear weapons tests, Pakistan tested six nuclear weapons. Following this, the country opted for a policy of minimum deterrence, and within a year Pakistan had altered its policy stance by adding the modifier of minimum ‘credible’ deterrence. This book looks at how this seemingly innocuous shift seriously impacted on Pakistan’s nuclear policy direction and whether the concept of minimum has lost its significance in the South Asian region’s changed/changing strategic environment. After providing a brief historical background exploring why and how Pakistan carried out the nuclear development program, the book questions why Pakistan could not sustain the minimum deterrence that it had conceptualized in the immediate aftermath of the 1998 test. It examines the conceptual theoretical framework of the essentials of minimum deterrence in order to question whether Pakistan’s nuclear policy remained consistent with this, as well as to discover the rudimentary factors that are responsible for the inconsistencies with regard to minimum deterrence conceived in this study. The book goes on to look at the policy options that Pakistan had after acquiring the nuclear capability, and what the rationale was for selecting minimum deterrence. The book not only highlights Pakistan deterrent force building, but also analyzes closely Pakistan’s doctrinal posture of first use option. Furthermore, it examines the policy towards arms control and disarmament, and discusses whether these individual policy orientations are consistent with the minimum deterrence. Modern states increasingly seek to regulate religious expression, practice and discourse. This is profoundly evident at many levels of Islamic policy interaction: from debates about the banning of the Muslim face-veil in Europe to civic re-education programmes for Muslim citizens in China. Governance of Islam in Pakistan provides a systematic account of how interactions between multiple public and private bodies direct the regulation and standardisation of Islam in one of the largest Muslim-majority states in the world. Analysis centres on the institutional development of the Council of Islamic Ideology, a constitutional body tasked with issuing advice to the executive and legislature about the compatibility of laws with Islamic principles. Based on archival material that has been subject to little scholarly attention, and interviews with Council members and staff of other state bodies, Sarah Holz proposes governance as an analytical framework to study the negotiation of religious expression, practice and discourse. In contrast to the established Islamisation narrative which generally labels such religious institutions as mere rubberstamps in the process of policy-making, the study of governance offers an alternative approach that enables examination of the dynamic competition and cooperation among multiple actors. Through collective interaction the Council and other relevant bodies are active players in the governance of Islam. Insights gained from analysis of the ideational, structural and functional evolution of the Council offers a Global South perspective on liberal democratic ideas about the functionality of the modern state and its institutional structure. Issues of economic, cultural and local/international political influence bear strongly in governance analysis. Engagement with the governance policy tool has applicability across the social sciences, but is particularly relevant for South Asian/Near and Middle East Studies.

This report is a review of the conjunctive water use of surface water and groundwater within the Rechna Doab. The Rechna Doab is located in the Punjab province and has an area of 2.98 million hectares (Figure 1). The cultivated area in the Rechna Doab is regarded as the granary of the Punjab province and comprises eight districts, namely, Sialkot, Gujranwala, Sheikhupura, Faisalabad, Toba Tek Singh, Jhang, Narowal and Hafizabad. The area consists of two distinct agroclimatic zones, i.e. the Punjab Rice-Wheat (PRW) zone and the Punjab Sugarcane-Wheat (PSW) zone (WAPDA, 1979). Irrigated agriculture started in the Rechna Doab in 1892 via Lower Chenab Canal. The irrigation system in the Rechna Doab consists of 504 km of branch canals, 240 km of main canals and 373 km of link canals, and about 0.2 million tubewells are installed in the freshwater areas. This report is prepared to provide an overview of land and water resources available in the Rechna Doab and the institutional issues that need to be addressed for effective conjunctive water management in the Rechna Doab.
