He graduated from Haramaya College of Agriculture, attended a post-graduate program at the University of Dortmund, Germany, and obtained a Doctoral degree in agricultural economics from the School of Development Studies of the University of East Anglia, the United Kingdom.He worked as extension program officer and Project Manager of the Kobo Alamata Agricultural Development Project in Northeastern Ethiopia; Program Manager for CARE Ethiopia; Regional Adviser for Southern and Eastern Africa for CARE International. He also worked for the United Nations World Food Program in Vulnerability Analysis and Mapping for the Southern, the Great Lakes, and the Central Africa Regions; Head of Program in the Republic of the Sudan, Regional Program Adviser for the Middle East and Central Europe, Director of the Partnerships and Capacity Development Service at Headquarters, Country Director and Representative in the Republic of Liberia, and Country Director and Representative in the People's Republic of China, in which he established the China Center of Excellence for WFP. He retired from WFP in early 2017.

What do peasants do in the face of severe food crisis and ecological stress, and how do they manage to survive on their own? This study revolves around a case study conducted by the author in the awraja (district) in the Ambassel Wollo province in northeastern Ethiopia. This is in the region that was hit hardest by the 1984-85 famine, which Rahmato calls "the worst tragedy rural Ethiopia had ever experienced". The author also critically examines other literature on famine response. The focus of this study is on what happens before famine comes, and how the peasants prepare for it. From a wealth of evidence, the author concludes that the seeds of famine are sown during the years of recovery.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Under its program of land investments, the Ethiopian government has leased out huge tracts of land to domestic and foreign investors on terms that are highly favorable to both but particularly to foreign ones. Critical reports on the ibonanzai reaped by foreign capital have appeared in the world media and the websites of international activist organizations, and while some of these are based on questionable evidence, the global attention they have drawn may well be deserved given the image of the country as a land of poverty and hunger. This study, which is based on information gathered from field interviews as well as other sources, looks at the subject from a land rights perspective, with emphasis on the relations of power between small land-users and their communities on the one hand and the state on the other. At bottom what is at stake is the land and the resources on it, and what is being grabbed are rights that in most cases belong to peasant farmers, pastoralists and their communities. In the long run, the shift of agrarian system from small-scale to large-scale, foreign dominated production -which is what the investment program is now doing- will marginalize small producers, and cause immense damage to local ecosystems, wildlife habitats and biodiversity.

The COVID-19 pandemic exposed the vulnerability of agrifood systems to shocks and stresses and led to increased global food insecurity and malnutrition. Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
