El General Juan Ernesto Antonio Bernal Reyes, después de una dilatada y comprometida carrera de servicio público en el Ejército Mexicano, nos invita a realizar un recorrido de las causas y proyección del orden institucional para la seguridad nacional, partiendo en primer lugar de su fundamento filosófico a lo largo de la historia, para después realizar un completo análisis del marco jurídico que hace posible el Sistema de Seguridad Nacional. Desde su gran experiencia en cuestiones de Seguridad Nacional, el autor analiza los lineamientos políticos que han orientado a México partiendo del Plan Nacional de Desarrollo 1983-1988 hasta llegar al actual 2013-2018. En los últimos años las fuerzas armadas han desempeñado un papel fundamental en el combate a la delincuencia organizada. Es muy importante que los ciudadanos conozcan y valoren las instituciones que trabajan por su seguridad y respaldan el Orden Público e Institucional, entre ellas, las Fuerzas Armadas. Son las que garantizan nuestros derechos y hacen posible un México seguro y próspero, donde las leyes sean respetadas. El fomento de una adecuada cultura y una pertinente socialización de la Política Nacional de Defensa, en las que se valore correctamente al Ejército, la Fuerza Aérea y la Marina-Armada de México con respeto al estado de derecho y a los derechos humanos, debería ser promovida en el sistema educativo mexicano, y en general de cara a toda la sociedad.
