This study examined the feasibility of implementing a freeway surveillance and control system on the 35 miles of interstate freeway in Albuquerque. The research initially examines the traffic, accident, and incident characteristics of the existing system. It subsequently describes the effects of a lane blocking incident under conditions that are typical of those found during peak periods on Albuquerque freeways, and examines the effect of potential improvements due to improved response time, traffic diversion, and similar control strategies. The merits and shortcomings of alternative incident detection and traffic control techniques are discussed as they apply to Albuquerque freeways.
