Member States of the European Union are autonomous when it comes to the design of their social protection systems. However, they are committed by a recommendation accepted by the European Council addressing the convergence of social protection objectives and policies. Besides, convergence of social protection systems is expected to come about as a result of economic integration. In this paper we examine whether such convergence has occurred during the past decades, using data on replacement rates and social expenditure ratios. We find a rather strong trend of relative convergence and, only during the past two decades, an absolute convergence of social indicators in the EU. But there are only weak signs that these trends are the result of European integration.

The Future of Europe has to be social, or there will be no Future! Welfare in itself is a concept that is dependent on cultural differences. These provide an explanation for the different historically-rooted welfare concepts throughout European countries. For our research we have consciously focused on European Union member countries, the number of countries involved in one way or another in the project is twenty. According to Esping-Andersen we differentiate three different types of Welfare models: the liberal "Beveridge systems, the conservative, corporatist "Bismarck systems and the social democratic or Scandinavian (Nordic) regimes. Our working group decided to opt for an "own class of countries belonging to a "Mediterranean Model. And we added also a group of "Central and Eastern European Systems. After having described these systems and their development, we have examined if, and to what extent the countries of a given regime are all following the same trends and developments. The question of a possible convergence of all these models in one future European social model was also investigated. At the end the most important questions remain: How can we overcome the austerity paradigm and move towards a cohesive society where everyone participates according to his means and where everybody gets according to his needs? This volume is the revised Report, which an international team of experts have prepared for the Greek Ministry of Labour and Social Security in the context of the Greek Presidency of the European Union and presented in the international conference "The Modernisation of the European Social Model. EU Policies and Practices" on 24-25 May 2003, at Ioannina, Greece. The book focuses on the Open Method of Coordination (OMC), its relation to other policy tools used in the European Social Policy and its significance for the fomation of a new European Social Model. The chapters follow the emergence, the evolution and analyze the constituent elements of the OMC in the fields of Social Inclusion and Pensions since the Lisbon Summit. During the Portuguese Presidency OMC encountered a cautious response. The OMC idea made substantial progress during the Belgian Presidency. In the Ioannina conference the OMC had full recognition as a tool for the implementation of European Social Policy. Everyone agreed that important social issues were dealt with more effectively through the OMC, especially when the latter is consolidated after the inclusion of the Charter of the fundamental Rights in the new European Treaty. This progress is sufficiently reflected in the present volume, where it is concluded that through OMC the European Social Model gained a new momentum in terms of effectiveness and legitimacy.
