Constituye el documento de un proyecto que "busca contribuir de manera efectiva a cubrir las insuficiencias de informacion y analisis sobre los problemas referidos a los recursos humanos en las reformas sectoriales en salud, estableciendo una red institucional de acopio, intercambio, monitoreo e inteligencia en este campo para ponerla a disposicion de los decisores de los paises de la Region." Se senala que el punto de partida de la propuesta es la constatacion de un desfase en el desarrollo de las reformas del sector salud en sus dimensiones organizativa, administrativa, financiera y su dimension de recursos humanos lo que lleva a que la politica de recursos humanos no surja siempre de opciones explicitas y claras en este terreno, sino de problemas fragmentados afrontados como consecuencia de la aplicacion de los nuevos modelos de organizacion y financiamiento de la salud. El documento establece las areas problemas sobre las cuales trabajara el proyecto y en el plano metodologico propone utilizar el observatorio, que en este caso sera un observatorio virtual, vale decir, una red de instituciones que observan e investigan los procesos de reforma y sus componentes de desarrollo de recursos humanos con el objetivo de establecer tendencias, comportamientos y problemas relevantes. Los objetivos del observatorio pueden resumirse de la siguiente forma: 1. Detectar, generar, organizar, analizar y poner a disposicion de actores sectoriales relevantes, la informacion necesaria para realizar la identificacion, el seguimiento, la comparacion y la evaluacion de procesos, tendencias, problemas y opciones de intervencion en materia de desarrollo de recursos humanos en los procesos de reforma sectorial. 2. Aportar de manera continua y sistematica conocimiento e informacion relevantes acerca de los procesos de desarrollo de recursos humanos en las reformas sectoriales, a nivel internacional ynacional. 3. Contribuir a capacitar personalen los paises en las metodologias y en la adecuada utilizacion del conocimiento y la informacion generada por el Observatorio. 4. Contribuir a fortalecer los sistemas de informacion por medio de la articulacion y combinacion de fuentes y metodos.
