This report by the Low Pay Commission follows on from the conclusions drawn in its fourth report (Cm. 5768, ISBN 010157682X) published in March 2003, focusing on two key areas. The fourth report recommended that there should be an increase in the adult rate of the national minimum wage to �4.50 in October 2003, and a further increase to �4.85 in October 2004, the latter subject to review. Given current macroeconomic conditions, the Commission judges that these increases are sustainable, and therefore confirms its recommendation that the second increase should be adopted. The Commission also recommends the introduction of a minimum wage level of �3.00 per hour for 16-17 year olds in October 2004. In recognition of the importance of providing high quality training opportunities for young people, it is recommended that the current exemption for apprentices under 19 years old is retained, and that participants aged 16 to 17 years on specified pre-apprenticeship programmes should also be exempt.
