Stability tests were conducted in two and three dimensions to identify a stable breakwater cross section for a proposed breakwater at Noyo Harbor, California. Additionally, two-dimensional transmission tests were performed to determine a small-scale cross section that reproduced transmission of the proposed breakwater cross section. Five two-dimensional stability plans were tested in a wave tank at a 1:43.3 scale. Plans 1 and 2 consisted of Accropode armor units, and Plans 3 through S were performed with dolos armor units. Plans 1 and 3, constructed of 9.0-cu m Accropodes and 7.9-cu m dolosse, were stable but conservative in design. Plan 2, consisting of 7.6-cu m Accropodes, was stable. Plans 4 (3.8-cu m dolosse) and 5 (5.9-cu m dolosse) were moderately stable. Three-dimensional stability tests were conducted for 17 plans with two breakwater configurations. Approximately 425 by 425 m of prototype bathyrnetery was reproduced in a basin at a 1:50 scale. The original breakwater configuration consisted of 14- and 8.3-cu m Accropode armor units. It was necessary to place a metal strip at the base of the structure, which simulated a toe trench in prototype, to obtain toe stability with the original breakwater configuration. Results of tests with the modified breakwater indicated a stone buttress was sufficient to stabilize the toe. Armor units tested with the modified plan included 14- and 8.3-cu m Accropodes, 11.9-and 7.0-cu m Core-Locs, and 19-and 8.3-cu m Accropodes. The 19-cu m Accropode was required to stabilize the north roundhead for five successive storms of depth-limited waves for the design periods. A heavier model Core-Loc unit was not available for testing, but based on observations, a Core-Loc weight of at least 16.9 cu m would be necessary for stability. (MM).

A series of model tests was conducted in a wave flume 5 ft wide, 4 ft deep, and 119 ft long using a linear scale of 1:61.4 to determine the stability of a proposed rubble-mound breakwater with cover layers composed of tetrapod armor units. The stability of the breakwater sections, as a function of wave height, was observed visually; and the heights of waves on the harborside of the test sections, generated by wave overtopping and wave energy that was transmitted through voids in the upper portion of the breakwaters, were measured by an electrical wave-gage and oscillograph assembly.
