His chief care, if he belongs to the dismounted, is to collect full particulars of the striking incidents of the day, and to present them in such a form as will eu sure common insertion in the morning journals, and a sufficient pecuniary return to himself. This brief de scription of a class will suffice. The regular report has higher aims, for which he requires higher educational qualifications. His greatest value is, perhaps, centred in his ability to report the parliamentary debates in scholarly style, and with scrupulous accuracyfi [i have gone through more than a quarter of a century of this life of hard, inadequately paid labour, and speak feel ingly on the subject. The very few prizes that the press oeers to its members, are not for the reporter, whether regular or dismounted, and when his cvertasked energies are exhausted by time or sickness - if all his re sources are confined to the press, his fate is lamentable indeed. I could write a painful chapter on this theme but this is not the medium through which public sym pathy can be best enlisted. Excerpt from Notes and Minutes I am entirely unable to accept the statement of the Hon'ble Home memberi that the only material change in the Bill is in the defi nition of the word place, though that is of course a most material change. In dealing with the definition of common gaming house my Hon'ble Colleague omits to notice the importance of the substi tutien of the word place for the words house, room or place in that definition. The change is of the greatest importance as the words house, room or place have received frequent judicial inter pretation in accordance with what is known as the ejusdem gvncris rule, and it is this omission that changes the whole scope of the Act. A common gaming house under the Act is, in my opinion, a house, office, room or similar place appropriated by the owner or the occupier to the special purpose of gaming. Such has been the interpretation of the definition of a common gaming house by the highest Court of Appeal in England. The same interpretation of the law has been consistently followed in India as evidenced by the fact that attempts to prosecute men for gambling in private houses, in boats, railway trains, thakurbaris and in the godowns of mercantile establishments have always been unsuccess ful. To nullify the effect of the various rulings of the Courts in England and in India, not only have the words house, room or place been omitted in the Bill, but a new definition has been given to the substituted word place. These alterations are important and far-reaching in their effect inasmuch as they eliminate the limi tations imposed by the words house, room or similar places dedi cated to gaming and include any place anywhere in the world. It will be observed that one of the principles of the Act is the restric tion on the meaning of the word place in the definition of com mon gaming house. The Bill abandons that principle.
