Das gleiche gilt wohl für die Geschicklichkeit, Sachkenntnis und Erfahrung, mit der sie überall eingesetzt oder verrichtet wird.“ Dieses Zitat stammt von Adam Smith aus seinem Buch, „Der Wohlstand der Nationen“, aus dem Jahre 1776. Er hatte bereits damals erkannt, dass sich die Produktivität durch Arbeitsteilung erheblich steigern lässt. Bereits das im 17. Jahrhundert in Frankreich existierende Wirtschaftssystem, der Merkantilismus, mit den Grundzügen der Arbeitsteilung arbeitete. Dieses Prinzip entwickelte sich im 18. Jahrhundert zum Taylorismus weiter, welchen Henry Ford mit der Einführung der Fliessbandarbeit in der Automobilindustrie in den 1930er Jahren perfektioniert hat. Diese geschichtlichen Vorgänge werden in der Literatur häufig als „Ursprung“ des Outsourcings gedeutet. Die ersten wirklichen Outsourcingformen, so wie wir sie heute kennen, haben sich aber erst in den 70er Jahren des vergangenen Jahrhunderts entwickelt, als amerikanische IT-Unternehmen Prozesse der Datenerfassung auf die karibischen Inseln auslagerten. Als eigentlicher Start des Outsourcings der Gegenwart aber gilt das Jahr 1989 als die Firma Kodak ihre Datenverarbeitungs- und Kommunikationsnetze an IBM ausgelagert hat. Seitdem hat sich Outsourcing über die ganze Welt ausgebreitet. Im laufe der vergangenen 15 Jahre bildeten sich immer wieder neue Formen und Varianten des Outsourcings heraus, die heute als klassische oder traditionelle Outsourcingformen bekannt sind. In den letzten drei bis vier Jahren tauchte plötzlich der Begriff des Next Generation Outsourcing auf. Was darunter zu verstehen ist, wie sich diese „neue Form“ des Outsourcings von den klassischen bisherigen Formen des Outsourcings unterscheidet und wie sie sich darin vielleicht sogar einordnen lässt ist das Ziel dieser Arbeit. Offshore outsourcing- the movement of jobs to lower-wage countries- is one of the defining features of globalization. Routine blue-collar work has been going offshore for decades, but the digital revolution beginning in the 1990s extended this process to many parts of the service economy too. Politically controversial from the beginning, "offshoring" is conventionally seen as a threat to jobs, wages, and economic security in higher-income countries, having become synonymous with the dirty work of globalization. Even though the majority of corporations make some use of offshore outsourcing, fearful of negative publicity most now choose to manage these activities in a discreet manner. Partly as a result, the global sourcing business, reckoned to be worth more than $120 billion, largely operates under the radar, its ocean-spanning activities in low-cost labour arbitrage being poorly documented and poorly understood. Offshore is the first sustained investigation of the workings of the global sourcing industry, its business practices, its market dynamics, its technologies, and its politics.
