Monitoring and surveillance, on and around the Nevada Test Site, (NTS) by US Department of Energy (DOE) contractors and NTS user organizations during 1997, indicated that operations on the NTS were conducted in compliance with applicable DOE, state, and federal regulations and guidelines. All discharges of radioactive liquids remained onsite in containment ponds, and there was no indication of potential migration of radioactivity to the offsite area through groundwater. Surveillance around the NTS indicated that airborne radioactivity from diffusion, evaporation of liquid effluents, or resuspension of soil was not detectable offsite, and exposure above existing background to members of the offsite population was not measured by the offsite monitoring program. Using the US Environmental Protection Agency's (EPA's) Clean Air Package 1988 (CAP88)-PC model and NTS radionuclide emissions and environmental monitoring data, the calculated effective dose equivalent (EDE) to the maximally exposed individual offsite would have been 0.089 mrem. Hazardous wastes were shipped offsite to approved disposal facilities.

Sandia National Laboratories (SNL) operates the Tonopah Test Range for the Department of Energy's (DOE) Weapons Ordnance Program. Thes annual report (calendar year 1997) summarizes the compliance status to environmental regulations applicable at the site including those statutes that govern air and water quality, waste management, cleanup of contaminated areas, control of toxic substances, and adherence to requirements as related to the National Environmental Policy Act. In compliance with DOE orders, SNL also conducts environmental surveillance for radiological and nonradiological contaminants. Prior to 1989, annual reports of environmental monitoring and assessment results for the Nevada Test Site (NTS) were prepared in two separate parts. Onsite effluent monitoring and environmental monitoring results were reported in an onsite report prepared by the U.S. Department of Energy, Nevada Operations Office (DOE/NV). Results of the Offsite Radiological Surveillance and Long-Term Hydrological Monitoring programs conducted by the U.S. Environmental Protection Agency's (EPA's) Laboratory (various names) in Las Vegas, Nevada, were reported separately by that Agency. Beginning with the 1989 Annual Site Environmental Report for the NTS, these two documents were combined into a single report to provide a more comprehensive annual documentation of the environmental protection activities conducted for the nuclear testing program and other nuclear and non-nuclear operations at the NTS. The two agencies have coordinated preparation of this eleventh combined onsite and offsite report through sharing of information on environmental surveillance and releases as well as meteorological, hydrological, and other supporting data used in dose-estimation calculations.
