For the purpose of publication of these Proceedings, the original conference programme has been rearranged to provide a more logical sequence of presentation. The beginning sections give the inaugural speech and the six keynote addresses which were delivered at the opening plenary session. Following these are the working papers, published more or less in the same sequence in which they were presented in the original programme. The order of presentation does not necessarily emphasise the importance of any one aspect of the Arctic Systems over others. The final reports of the six working groups and their conclusions and recommendations are edited in such a manner as to present them in a standardised format for easy comprehension. The editors accept responsibility for any distortion inadvertently introduced in the summarising and editing processes. Later sections of the Proceedings give a background to the Conference organization and deliberations, and an independent critique of the meeting. The directors and those who attended the Conference were conscious of the debt of gratitude owed by them to the Conference chairmen, rapporteurs, authors of working papers, and many individuals for their contributions to the success of the meeting. This volume is based on lectures given at the NATO-Advanced Study Institute on Structure and Dynamics of Polymer and Colloid Systems held in Les Houches, France from September 14-24, 1999. The meeting arose from a perceived need to bring together scientists studying the polymer and colloid fields. Although these fields are intertwined and share many techniques (e. g. , light, neutron and x-ray scattering), it is remarkable how little the approaches and concepts used by the one field penetrate the other. For instance, the theory of spherical colloids is very highly developed and many of the concepts developed for these systems can be extended to those with non-spherical morphology, such as solutions of rigid rod polymers. In addition, mixtures of polymers and colloids, both in the bulk and at interfaces, are the basis for many industrial products. Methods are now rapidly being developed for understanding the structure and dynamics in polymer/colloid mixtures at the molecular level, but the point of view of the colloid scientist is often rather different from that of the polymer scientist. The NATO-ASI brought together polymer and colloid scientists, including many young researchers, who presented and discussed recent developments in these fields and the possibilities for cross-fertilization This volume contains articles on a wide variety of topics at the research forefront of the polymer and colloid fields by some of the world's foremost experts at a level accessible to graduate students, post-docs and researchers.

The NATO Science Committee and its subsidiary Programme Panels provide support for Advanced Research Institutes (ARI) in various fields. The idea is to bring together scientists of a chosen field with the hope that they will achieve a consensus on research direc tions for the future, and make recommendations for the benefit of a wider scientific community. Attendance is therefore limited to those whose experience and expertise make the conclusions significant and acceptable to the wider community. Participants are selected on the basis of substantial track records in research or in the synthesis of research results to serve mankind. The proposal for a one-week ARIon Earth Observation and In formation Systems was initiated by the NATO Special Programme Panel on Systems Science (SPPOSS). In approving the ARI, the senior NATO Science Committee identified the subject as one of universal impor tance, requiring a broad perspective on the development of opera tional systems based on successful experimental systems. The general purpose of this ARI was to address the critical problems of integrating the relatively new science and technology of remote sensing into operational earth observation and manage ment information systems. The main problems of concern were those related to systems design, organization, development of infrastruc ture, and use of information in decision processes. The main empha sis was on problems of transferring technologies and methods from experimental to operational systems.

The development of information processing systems requires models, calculi, and theories for the analysis of computations. It is well understood by now that more complex software systems cannot and should not be constructed in one step. A careful, systematic, and disciplined structuring of the development process is most adequate. It should start from basic requirement specifications in which aU the relevant details of the problem to be solved are formalized. The envisaged solution should be developed step by step by adding more and more details and giving evidence-in the best case by formal proof-to show the correctness of the developed steps. The development ends if a description of a solution is obtained that has aU the required properties. The Summer School in Marktoberdorf 1992 showed significant approaches in this area to refinement calculi, to models of computation, and as a special issue to the treatment of reactive timed systems. Like in the many summer schools before, the success of the 1992 Summer School was not only due to the excellent lectures, but even more due to the brilliant students taking part in the discussions at the summer school, the exchange of different views, and the recognition of the similarity of a number of different view points. These were some of the most important contributions of the summer school. fu the following the proceedings of the summer school are collected. They show the maturity of the field in an impressive way.
