The revised draft national policy statements on energy
Author: Great Britain: Parliament: House of Commons: Energy and Climate Change Committee
Publisher: The Stationery Office
ISBN: 9780215556059
Category : Business & Economics
Languages : en
Pages : 96
Book Description
£200 billion of new investment in energy infrastructure is needed by 2020 to cope with rising demand and meet targets on renewable energy and climate change. The six draft National Policy Statements (NPSs) are designed to speed up the planning process for major energy projects to help facilitate this investment, but the new drafts do not prioritise low-carbon generation and renewables over conventional capacity. New Government rules on energy policy could lead to a second 'dash for gas', delaying critical investment in renewables and other low carbon technologies and making the UK's climate change targets impossible to achieve. And development of too much gas capacity could crowd out opportunities for renewables to form a substantial component of the UK's energy mix. The Committee is also sceptical about the ability of the Government to deliver its aims on nuclear power. Ministers told the Committee that the NPSs should enable the development of 16 GW of new nuclear plant by 2025. That is two new nuclear plants each year. The MPs call for more clarity in coordinating developments, and stress that political certainty is essential for investors having to make decisions with planning horizons sometimes over several decades. It raises concerns about the level of investment uncertainty created by giving Ministers the ultimate power to decide on planning decisions and the Government should publish criteria against which the Secretary of State should exercise their discretion.

Taking English Planning Law Scholarship Seriously
Author: Maria Lee
Publisher: UCL Press
ISBN: 1800082886
Category : Law
Languages : en
Pages : 317
Book Description
Planning is at the heart of the response to many of the significant challenges of our time, from the climate and environmental crises to social and economic inequalities. It is embedded in, as well as partially constituting, our democratic systems, so that the challenges of democratic decision-making in a complex society cannot be avoided when thinking about planning. Planning law raises some of the most fundamental questions faced by legal scholars, from the legitimacy of authority to the relationship between public and private rights and interests. And yet, planning law has been relatively neglected by legal scholars. The objective of Taking English Planning Law Scholarship Seriously is to create space for planning law scholarship in all of its variety, and for curiosity about law in all its complexity. The chapters reflect this diversity and complexity, covering a range of the objects of planning (from housing to energy to highways) and a multiplicity of planning tasks and tools (from compulsory purchase to contracting to planning inquiries).

Global Energy Policy and Security
Author: Walter Leal Filho
Publisher: Springer Science & Business Media
ISBN: 1447152867
Category : Business & Economics
Languages : en
Pages : 332
Book Description
Despite efforts to increase renewables, the global energy mix is still likely to be dominated by fossil-fuels in the foreseeable future, particularly gas for electricity and oil for land, air and sea transport. The reliance on depleting conventional oil and natural gas resources and the geographic distribution of these reserves can have geopolitical implications for energy importers and exporters. Global Energy Policy and Security examines the security of global and national energy supplies, as well as the sensitivity and impacts of sustainable energy policies which emphasize the various political, economic, technological, financial and social factors that influence energy supply, demand and security. Multidisciplinary perspectives provide the interrelated topics of energy security and energy policy within a rapidly changing socio-political and technological landscape during the 21st century. Included are two main types of interdisciplinary papers. One set of papers deals with technical aspects of energy efficiency, renewable energy and the use of tariffs. The other set of papers focuses on social, economic or political issues related to energy security and policy, also describing research, practical projects and other concrete initiatives being performed in different parts of the world. This book will prove useful to all those students and researchers interested in the connections between energy production, energy use, energy security and the role of energy policies.
