This book examines the relationship between national identity construction and current foreign policy discourses on Russia in selected European Union member states in 2014–2018. It shows that divergent national discourses on Russia derive from the different ways in which the country was constructed in national identity. The book develops an interpretive theoretical framework and argues that policy makers’ agency can profoundly influence the contestation between different identity narratives. It includes case studies in policy areas that are of primary importance for EU–Russia relations, such as energy security (the Nord Stream 2 controversy), the Ukraine crisis and Russia’s military intervention in Syria. Focusing on EU member states that have traditionally taken different stances vis-à-vis Russia (Germany, Poland and Finland), it shows that at the peak of the Ukraine crisis national discourses converged towards a pragmatic, but critical narrative. As the Ukraine crisis subsided and new events took centre stage in foreign policy discussions (i.e. the Syrian civil war, international terrorism), long-standing and identity-based divergences partly re-emerged in the discourses of policy makers. This became particularly evident during the Nord Stream 2 controversy. Deep-rooted and different perceptions of the Russian Other in EU member states are still influential and lead to divergent national agendas for foreign policy towards Russia. In the age of grand recession, nationalism seems to have returned to Europe. In every EU country, many citizens are unhappy with the perceived intrusion of 'Europe' in their way-of-life. Any idea of a genuine pan-European identity seems to be in retreat. This book provides an unprecedented insight into the multiple ways through which citizens of 16 countries connect their own national identity to European identity. The book's theoretical claim is that European identity, as well as national identity, should be empirically assessed taking into account its multi-dimensionality. The volume's contributors suggest that European identity was always unlikely to be a source of political integration and political legitimacy in the way national identities have been in the past and are today. Europeans' primary identity is national rather than supranational. Mutual trust between European peoples exists, but is somewhat fragile. Yet, European identity is intertwined with national identities in manifold ways. The 'imagined communities' at the national and European level show strong similarities - criteria for being a European are strongly associated with the criteria used to define who national belonging. These complex links also manifest themselves in citizen's feelings of interdependence between the nations in the European Union - which, the volume suggests, support the EU in the face of severe crises. Enlargement to Turkey is arguably the greatest challenge facing the European Union today. After the narrowly averted "train crash" over Cyprus in 2006, the second election victory of the Justice and Development Party in July 2007 opened new prospects for Turkish-EU relations. But in an EU emphasising a collective identity based on shared civilisational values, Turkey’s European credentials have been increasingly called into question. Amending national identity through political change has become the key to the success or failure of the Turkish integration project. This volume examines the EU role in strengthening the domestic pro-reform coalition within Turkey, the paradox - and potential limits - of Turkey’s europeanising Islamists, and the impact of Europeanisation through conditionality, including a case study of Turkish policy towards the Cyprus Question. Also addressed are the Western stereotypes of Turkish identity influencing the country’s EU prospects, notably concerning the role of Islam in precipitating acts of political violence and its association with sexual and political violence in the discourse of European opponents of Turkish accession. Finally, the dynamics of EU accession negotiations are analysed and the potential role of a norm-driven rhetorical strategy in promoting Turkish accession as a moral and democratic imperative is discussed.
