America’s model of representational government rests on the premise that elected officials respond to the opinions of citizens. This is a myth, however, not a reality, according to James N. The Presidential Transition Act of 1963 provided a formal recognition of this principle by providing the President-elect funding and other resources "To promote the orderly transfer of the executive power in connection with the expiration of the term of office of a President and the Inauguration of a new President."
