Excerpt from Hebrew Sheltering and Immigrant Aid Society: Third Annual Report 1911 In consonance, therefore, with what I may term a renais sance of better feeling, the condition of the Jews throughout the major part of Continental Europe has been somewhat im proved. In certain of the countries harrassing restrictions have been removed, humiliating barriers have been levelledand burdensome statutes have been revoked. Following as it did upon a period of severest oppression, I cannot deem it otherwise than as a tribute to the power of civilization, which, in its irresistible progress will inevitably extinguish the fires of prejudice. This optimistic view I have taken of the changed atti tude of Europe towards the Jew, I regret to say, must be tem pered, in considering the condition of our co-religionists in Darkest Russia, where, instead of the situation of our people being improved, I regret to say the tendency is in the opposite direction. In that shadow-laden land the position of our brethren has become more wretched than before. In con trast to the policy of other European countries, the unfortu nate plight of the Jew is made more harrowing by every possi ble means that the ingenuity of the oppressor can devise. New measures have constantly been introduced to curtail the liberty and narrow the field wherein the Jew can earn a liveli hood. Bigotry is rampant, and the reactionary is in the saddle.
