Mongolia has very significant natural resources and a large part of the population is dependent on them for their daily living. The impact of the state of the environment on the living standards of herders is obvious, but also Mongolians living in the capital Ulaanbaatar have learned that air pollution, especially in winter, and other environmental problems have a deep impact on their living standards. The Government of the Netherlands has established a Trust Fund at the World Bank to support environmental activities in Mongolia. Under this framework, the World Bank contracted the first Environment and Natural Resource Management Socio-economic Survey for Mongolia (ENRMSS) to the National Statistical Office and an international consultant, the aim of this survey is to investigate public views on environmental issues and to measure the impact of environmental problems on human welfare, measured in economic terms. The first part of section five is devoted to wildlife hunting, fishing and wild nuts and fruits gathering, while the second part of this section focuses on energy consumption. Both complete and complement the information on consumption estimated in the Socioeconomic Survey (SES). Section six presents perception and opinions of herders on issues such as the number of animals in Mongolia or the best way to manage animal movements. Finally, section seven shows results on perceptions and opinions of Mongolians regarding nature and the environment.

This Selected Issues paper aims to take stock of key challenges and propose recommendations on how to address them. Mongolia has taken important steps to address these challenges, but more should be done to tackle remaining gaps and ensure effective enforcement. Improving governance is a crucial step for Mongolia to achieve sustainable and inclusive growth. In order to substantially reduce corruption, a stronger anti-corruption framework should be accompanied by governance reforms across a range of state functions. On rule of law, the Worldwide Governance Indicators (WGI) place Mongolia above peers in Asia but below regional averages, indicating room for improvement. Although Mongolia has developed a legal framework since the transition to a market economy, observers point out that there are often loopholes and unintended consequences. Weak revenue administration can undermine fiscal sustainability while uneven enforcement of tax rules can damage the investment climate. State-owned enterprises would benefit from better governance, particularly given their central role in output and potential for creating fiscal liabilities.

Land-locked between its giant neighbors, Russia and China, Mongolia was the first Asian country to adopt communism and the first to abandon it. When the Soviet Union collapsed in the early 1990s, Mongolia turned to international financial agencies—including the International Monetary Fund, the World Bank, and the Asian Development Bank—for help in compensating for the economic changes caused by disruptions in the communist world. Modern Mongolia is the best-informed and most thorough account to date of the political economy of Mongolia during the past decade. In it, Morris Rossabi explores the effects of the withdrawal of Soviet assistance, the role of international financial agencies in supporting a pure market economy, and the ways that new policies have led to greater political freedom but also to unemployment, poverty, increasingly inequitable distribution of income, and deterioration in the education, health, and well-being of Mongolian society. Rossabi demonstrates that the agencies providing grants and loans insisted on Mongolia's adherence to a set of policies that did not generally take into account the country's unique heritage and society. Though the sale of state assets, minimalist government, liberalization of trade and prices, a balanced budget, and austerity were supposed to yield marked economic growth, Mongolia—the world's fifth-largest per capita recipient of foreign aid—did not recover as expected. As he details this painful transition from a collective to a capitalist economy, Rossabi also analyzes the cultural effects of the sudden opening of Mongolia to democracy.
