Communities increasingly find that the water quality, water levels, or some other resource indicator in their river basins do not meet their expectations. This discrepancy between the desired and actual state of the resource leads to efforts in river basin restoration. River basins are complex systems, and too often, restoration efforts are ineffective due to a lack of understanding of the purpose of the system, defined by the system structure and function. The river basin structure includes stocks (e.g., water level or quality), inflows (e.g., precipitation or fertilization), outflows (e.g., evaporation or runoff), and positive and negative feedback loops with delays in responsiveness, all of which function to change or stabilize the state of the system (e.g., the stock of interest, such as water level or quality). External drivers on this structure, together with goals and rules, contribute to how a river basin functions. This book reviews several new research projects to identify and rank the twelve most effective leverage points to address discrepancies between the desired and actual state of the river basin system. This book demonstrates that river basin restoration is most likely to succeed when we change paradigms rather than try to change the system elements, as the paradigm will establish the system goals, structure, rules, delays, and parameters.

This study assessed the downstream river system adaptation in response to upstream damming on the Ribb River, Ethiopia, to irrigate 15,000 ha. It combined primary and secondary data, and the application of remote sensing and mathematical modeling. The pre-dam morphodynamic trends of the Ribb River were analyzed for 59 years based on aerial photographs, satellite images, and newly collected field data. Three dam operation scenarios were developed to analyze the long-term hydro-morphological effects of the dam on the downstream river reaches. It also assessed the applicability of physics-based analytical equations (Equilibrium Theory) compared to a 1D numerical model (SOBEK-RE) to determine the least-morphologically impactful dam operation scenario on the river reaches downstream of the dam. Moreover, a HEC-RAS 2D hydrodynamic model was developed to assess the effect of the dam on the flooding extent of the Fogera Plain. This was used to study the potential implications of hydrological alteration on the ecology of the floodplain wetlands, as they are the habitats of important fish and bird species. The results contribute to knowledge on the hydro-morphological and environmental impacts of dams on downstream river systems. The developed methodologies and findings may be used to study future hydro-morphological and ecological changes that may arise due to other dam operations or climate change.

The significance of reservoirs and the development of their function in water management is assessed, and they are classified according to origin and placing. Among the methods for solving the reservoir's function, both graphical and numerical procedures are described, based on the probability theory and mathematical statistics. In the explanation of the supply function of the reservoirs, attention is paid to the processing of hydrological data, the respective probability distribution is assessed, the theory of stochastic processes is explained, and methods of modelling the sequence of mean annual and monthly discharges are mentioned. The demands of consumers and the reliability of water supply are analysed. All types of reservoir discharge control are presented, i.e. multi-year, annual, short-term and compensation. A solution is given for the discharge control in reservoir systems and in special cases of water management, as well as in individual reservoirs. To describe the flood control function of reservoirs, hydrological data are evaluated, the precision of the flood regime characteristics is assessed, the flood routing in a reservoir is resolved, and the question of flood control is discussed. Control of a reservoir is ensured by a special space, as well as by utilizing the supply and overflow components of the reservoir.A separate part is devoted to the water management operations of reservoirs, mentioning the rules for control of the discharge from reservoirs in permanent operation, mainly using central control, and for the study and evaluation of the water management function of reservoirs. The last part of the book describes solutions for new reservoir functions resulting from their incorporation into water management systems and their function in the environment. The basic types of water management systems are described, as well as conditions for their optimal operation. In a similar way, the distribution of investment and operation costs for the various parts of a complex water management project are discussed in detail, as well as the economic impact of the reliability of water supply and flood control. This study is conducted in Lake Tana basin located in the Upper Blue Nile Basin in Ethiopia where water resources issues are critical and availability of relevant data is poor. The study is divided into three major components that include evaluation and analysis of the existing data, evaluation of the applicability of a physically-based distributed hydrological model and water and suspended sediment balance modeling for Lake Tana. The temporal and spatial coverage of various hydro-meteorological variables was assessed in light of recommended practices in the literature. Analyses of the hydro-meteorological datasets comprised data quality control, and determination of their characteristics in space and time. The applicability of the fully distributed physically-based hydrological model was assessed on selected catchments. The modeling exercise revealed the importance of weather data disaggregation models in generating meteorological forcings at finer time scales. Considering the quality and resolution of the inputs used, the performance of the distributed model could be judged satisfactory in two of the selected mesoscale catchments. The water balance modeling of Lake Tana was done at a monthly time step and involved estimation of the major inflow and outflow components. A dynamic conceptual model was used to estimate the contribution of catchments for which data could not be obtained. The results of the water balance model at monthly and annual time scales was generally good and the observed lake levels could be reproduced satisfactorily. Estimation of the suspended sediment balance of the lake involved development and use of rating curves and a regional area-specific model. The results of the study are useful for planning and management of water resources in the study area.
