The Argentine and Canadian wheat economies, starting from very similar positions in the late nineteenth century, had diverged startlingly by 1930. In wheat production and export Argentina had stagnated and declined, while Canada had surged to a position of world leadership. This book explains how Canada had outpaced Argentina, a country with better growing conditions and a much shorter haul to port. The author finds the explanation in how differing government policies affected the paths the Canadian and Argentine wheat economies took. The author's investigations center on several key questions: In what ways did Canadian and Argentine policy makers and wheat growers attempt to improve their competitive positions by introducing efficient marketing systems, research, and agricultural education? How responsive were the two political systems to questions of land tenure, the role of immigrants, and political representation in the wheat regions? In sum, how did quite different views on the role of the state affect the outcome? The book is in three parts. The first provides a basic political and economic overview of Argentine and Canadian history between 1880 and 1930. The second part analyzes and compares the two countries' basic agricultural development policies. In the third part the focus moves away from a topical emphasis and shifts to an analysis of major agricultural policy issues in the two countries. The concluding chapter presents some final thoughts on the different paths of agrarian development in the two countries.

In Making Immigrants in Modern Argentina, Julia Albarracín argues that modern Argentina's selection of immigrants lies at the intersection of state decision-making processes and various economic, cultural, and international factors. Immediately after independence, Argentina designed a national project for the selection of Western European immigrants in order to build an economically viable society, but also welcomed many local Latin Americans, as well as Jewish and Middle Eastern immigrants. Today, Argentines are quick to blame Latin American immigrants for crime, drug violence, and an increase in the number of people living in shantytowns. Albarracín discusses how the current Macri administration, possibly emulating the Trump administration's immigration policies, has rolled back some of the rights awarded to immigrants by law in 2003 through an executive order issued in 2017. Albarracín explains the roles of the executive and legislative branches in enacting new policies and determines the weight of numerous factors throughout this process. Additionally, Albarracín puts Argentine immigration policies into a comparative perspective and creates space for new ways to examine countries other than those typically discussed. Incorporating a vast amount of research spanning 150 years of immigration policies, five decades of media coverage of immigration, surveys with congresspersons, and interviews with key policy makers, Albarracín goes beyond the causes and consequences of immigration to assess the factors shaping policy decisions both in the past and in modern Argentina. Between 1905 and 1930, more than one hundred thousand Jews left Central and Eastern Europe to settle permanently in Argentina. This book explores how these Yiddish-speaking Ashkenazi immigrants helped to create a new urban strain of the Argentine national identity. Like other immigrants, Jews embraced Buenos Aires and Argentina while keeping ethnic identities--they spoke and produced new literary works in their native Yiddish and continued Jewish cultural traditions brought from Europe, from foodways to holidays. The author examines a variety of sources including Yiddish poems and songs, police records, and advertisements to focus on the intersection and shifting boundaries of ethnic and national identities. In addition to the interplay of national and ethnic identities, Nouwen illuminates the importance of gender roles, generation, and class, as well as relationships between Jews and non-Jews. She focuses on the daily lives of ordinary Jews in Buenos Aires. Most Jews were working class, though some did rise to become middleclass professionals. Some belonged to organizations that served the Jewish community, while others were more informally linked to their ethnic group through their family and friends. Jews were involved in leftist politics from anarchism to unionism, and also started Zionist organizations. By exploring the diversity of Jewish experiences in Buenos Aires, Nouwen shows how individuals articulated their multiple identities, as well as how those identities formed and overlapped.
