This book traces Latin American migration to Europe since the 1970s. Focusing on Amsterdam, London, and Madrid, it examines the policies of integration in a comparative perspective that takes into account transnational, national, regional and local levels. It examines the entire mechanism that Latin American migrants confront in the European cities they settle, and provides readers with a theoretical framework on integration that addresses the concepts of multiculturalism, interculturality, transculturality and transnationalism. This work is based on rich qualitative data from in-depth interviews, focus groups and participant observation complemented by a substantial documentary and legislative analysis. It reveals that current policies are limited and migrants are excluded in most of the formal venues for integration. In addition, the book shows the many ways that migrants negotiate the constraints and imperatives of integration. In Western Europe today, immigrants are largely assuming the entire responsibility of their integration. This book provides readers with much needed insight into why European integration policies are not responding to the needs of immigrants nor to society as a whole.

International Trade, Labor Relations, and Bargaining Power: International Strawberry Commodity Networks examines power in the commercial food system through the history of always available strawberries. Applying an interdisciplinary approach to case studies on strawberry production and sales in Mexico, Spain, and the United States, the author untangles the symbiotic relationships between the economic boom and labor strife in the sector. By comparing workers’ struggles in the sector, he develops a novel model of workplace bargaining power in which the process of dignity catalyzes change. Since international trade in strawberries began three decades ago, the sector’s growth has paralleled the rise of retailer dominance of food sales. Highlighting inequitable gains from the sales boom, workers have organized mass strikes, boycotts, and pressure campaigns. The divergent results ranged from ephemeral acknowledgments of workers’ concerns to the establishment of union collective bargaining and steadily improving working conditions. Grounded in extensive research, the book provides fresh analytical approaches to understanding the social dimensions of international trade and workplace bargaining power. The book unpacks the relationship between poor working conditions and economic growth by applying a new method, international commodity network analysis, which builds on prior global supply chain approaches. Driven by demographic changes, and reinforced by intensifying globalization, international labour mobility has been on the rise in recent decades in the Asia-Pacific region. It seems that, after trade and investment, labour mobility constitutes the final frontier for regional integration among the Asia-Pacific economies. There is no doubt that labour movements are integral to regional economic integration and critical to the long-term health of the regional economies and business operations. In reality, however, such movements are much burdened with political and social problems in the labour origin economies as well as the labour destination economies, and yet many of these problems remain not just unaddressed by the relevant governments but not even well studied. The present volume seeks to fill this gap by offering synthesis papers stemming from the studies on international labour migration in twenty Asia-Pacific economies which were discussed at a joint PECC-ABAC conference held in Seoul, Korea, on 25-26 March 2008, organized by KOPEC. As part of a continuing effort to assess wage and employment conditions in Indonesia, this report focuses on labour market conditions. The population has grown at a faster than expected rate which means that the labour force will grow faster than expected as well. In addition, output growth over the eighties is not expected to be as fast as in the past. The implications for employment and labour incomes of these factors vary according to alternative workings of the labour markets. Therefore, alternative views on how labour markets work have important and different implications for policy. A primary objective of this report is to point out these implications and to promote further study of labour markets in Indonesia. It differs from the previous view, suggesting that quality of labour does not explain wage differentials, that the problem of underutilization of young people is too great to be explained by models highlighting transitional job searching, and that social forces and economic forces which do not lead to the clearing of the labour market play a large role in the determination of wages. These factors have important consequences for policy, including the need to consider employment creation as a separate objective.

What does citizenship mean in an era of heightened tension between global capitalism and the nation-state? Building on Foucault's concept of biopolitics and an examination of national border and detention policies, Rygiel argues that citizenship is becoming a globalizing regime to govern mobility. The new regime is deepening boundaries based on race, class, and gender, and causing Western nations to embrace a more technocratic, depoliticized understanding of citizenship.
